2019: Charges of creation of cartel of work with hospitals of Karelia
At the end of December, 2019 the Moscow district court of St. Petersburg pronounced a sentence to heads of suppliers of medical products of Nikamed LLC, Medlon LLC and Medlon-DV LLC Lida Radchenko, Anastasia Bragina and Olga Pobedyonnoy who were accused of creation of cartel in work with hospitals of Karelia.
The court established that the director of the company Nikamed Radchenko entered with Pobedyonna and Bragina into a collision on creation of medical cartel in the territory of the Republic of Karelia thanks to what her company regularly won auctions.
According to the investigation, participants of cartel signed the agreement for maintenance of the price at 94 auctions for supply of drugs and medical products for more than 20 state hospitals of Karelia. As a result accomplices concluded government contracts at the highest price. Total amount of the played lots during collusion action (from 2014 to 2017) is estimated at 74.6 million rubles.
Also entrepreneurs bribed employees of medical institutions. The investigation found that Radchenko transferred money to the chief physician of GBUZ RK Gorodskaya detskaya poliklinika No. 1 and the chief physician of GBUZ Kalevalsky Central District Hospital for assistance in the conclusion of government contracts to delivery of pharmaceutical and medical goods.
Pobedyonny, Radchenko and Bragina were put on probations for the committed crime. They admitted the guilt. The court imposed sentence Pobedyonny, Bragina in the form of 2 years of imprisonment is conditional, Radchenko — 2.5 years conditionally.
Businessmen are also fined 250 thousand rubles. Besides, they will not be able to be engaged within two years in the activity connected with turnover of the medical equipment and medicines.
As notes the Vademec edition, Nikamed LLC, Medlon LLC and Medlon-DV LLC in 2018 were involved in one more proceedings initiated by the Karelian OFAS. Then antimonopoly authority signs of collusion between the companies and GBUZ RK "Kalevalskaya centralnaya rayonnaya bolnitsa" for 15 auctions which took place in 2014-2016 for the total amount of 5.8 million rubles.[1]
