The richest countries in the Organization for Economic Cooperation and Development in 2022, amid the conflict in Ukraine, will spend about 17.7% of their GDP on energy, the second-highest figure on record, behind only 17.8% that was spent in 1980-81 during the second oil crisis.
This time, the supply limit extended to all the dominant types of energy: oil, gas, coal and electricity. Each time energy spending jumped as much as during the current crisis, the OECD fell into recession.
