2023: Arrest over possible Russian oligarch ownership
On March 20, 2023, the deputy of the Verkhovna Rada of Ukraine from the Servant of the People party, David Arakhamia, announced the arrest in the country of the assets of Russian billionaire Arkady Rotenberg, who is under international sanctions from the European Union, the United States, Great Britain and several other countries.
According to the Kommersant newspaper, the arrest was imposed, in particular, on the large Ocean Plaza shopping and entertainment center in Kyiv, which, according to the Ukrainian authorities, belongs to Rotenberg. The cost of this complex is estimated at $180 million. It is also said that 100% of the authorized capital of Avangard-Vilarti LLC and 66.65% of the authorized capital of Investment Union Lybid LLC were transferred to the state.
On March 20, 2023, a panel of judges of the Supreme Anti-Corruption Court (VAKS) satisfied the administrative claim of the Ministry of Justice of Ukraine against the Russian oligarch and his son, as well as two other Russian citizens for the confiscation of their Ukrainian assets on the basis of paragraph 1-1 of part one of Article 4 of the Law of Ukraine "On Sanctions." By a court decision, assets were recovered from the state, in respect of which the defendants exercised rights identical to the right to dispose of them, the VAKS website says. |
According to the Ministry of Justice of Ukraine, cited by TASS, the listed companies belong to Rotenberg Igor Arkadyevich, Rotenberg Arkady Romanovich, Skorobogatko Alexander Ivanovich and Ponomarenko Alexander Anatolyevich. As Kommersant notes, in the future, the seized assets are supposed to be nationalized. The decision of the Supreme Anti-Corruption Court will enter into legal force in ten days, if it is not appealed by representatives of businessmen. An appeal can be filed with the WAX Appeal Chamber within five days of the announcement of the ruling.[1][2]
