2025: Total cost of the project according to preliminary estimates - 51 billion rubles
In June 2025, the Ministry of Economic Development of the Russian Federation reported that the total cost of the project of the new Omsk-Fedorovka airport complex is estimated at 51 billion rubles, ВЭБ.РФ will invest 4 billion rubles. It will be implemented using the Project Financing Factory mechanism, operated by VEB. The project provides for the design and construction of airfield infrastructure, a modern passenger terminal, a cargo complex and related buildings.[1]

Allocation of 15.9 billion rubles for the construction of Omsk-Fedorovka airport
15.9 billion rubles will be allocated from the federal budget for the implementation of the project for the construction of the Omsk-Fedorovka airport. This was announced in mid-November 2024 by the Governor of the Omsk Region Vitaly Khocenko.
The creation of the named air harbor began in 1982, and was interrupted in the early 1990s. Then construction was resumed several times and suspended again. The complex of unfinished and not preserved buildings and structures is located 15 km from the border of Omsk. It is assumed that during the upcoming work, the old facilities will be dismantled. The project provides for the construction of airfield infrastructure, a modern passenger terminal, a cargo complex and related buildings.
It is expected that the state will finance the connection of the airport complex to public utilities, the construction of an access road, the creation of air traffic control facilities and the equipment of a checkpoint across the state border. The air harbor will receive a runway 3200 meters long and 45 meters wide. The airport will be able to receive all types of modern medium and long-haul aircraft.
It is planned that the new air harbor will be able to serve at least 3.5 million passengers per year, which is almost twice as much as the passenger traffic of the existing airport. In particular, the capacity of the passenger terminal will be at least 700 people per hour on domestic airlines and 600 people per hour on international ones. Parking for 500 cars is equipped in front of the terminal. The new cargo complex will be able to handle at least 6 thousand tons of cargo per year. The apron will allow up to 25 aircraft. The new airport complex is expected to be completed by the end of 2028.[2]
Estimate of the cost of airport construction - 43 billion rubles
A new Omsk-Fedorovka airport worth ₽43 billion will be built in Omsk. The facility, which includes airfield infrastructure and a passenger terminal, is scheduled to be completed by the end of 2028. The construction of the new airport will begin in 2026, and a concession agreement for its implementation has already been signed with the Airports of Regions company. This was announced in September 2024 by the Governor of the Omsk Region Vitaly Khocenko during the presentation of the investment attractiveness of the region.
According to TASS, the concessionaire will allocate ₽19,7 billion from the general budget for construction, the federal budget will provide ₽16,3 billion, and ₽6,6 billion will come from the budget of the Omsk region. The new Omsk-Fedorovka airport complex will be able to serve up to 5 million passengers a year. The capacity of the terminal will be at least 700 passengers per hour on domestic airlines and 600 passengers per hour on international routes, which will significantly increase the number of flights and expand the geography of flights from Omsk to other cities and countries.
As part of the project, it is planned to build a runway 3200 meters long and 45 meters wide, which will allow receiving all types of modern aircraft. Up to 25 aircraft can be accommodated on the airport platform at the same time. The terminal will be equipped with telescopic ramps, as well as a parking lot for 500 cars will be built on the adjacent territory. The design of the new airport complex was chosen by the residents of Omsk through voting, and the project was developed by the architectural bureau "HVOY."
An important feature of the concession agreement is the state's participation in providing infrastructure. The state undertakes to finance the connection of the airport to public utilities, the construction of access roads and the provision of all the necessary communications for the full functioning of the facility. The agreement will last 49 years, during which the investor will be responsible for the design and construction of the entire airport complex.[3]
