Construction began in 1992.

In May 2018, the Ministry of Transport of Russia opposed the decision of the authorities of the Omsk region to mothball the construction of the metro in Omsk due to the lack of money to complete the project. The department stated its position in a comment to RBC.
"Given the high degree of construction readiness of metro facilities, as well as the fact that the obligations of the Russian Federation to co-finance the project have been fully fulfilled, the government of the Omsk region, in order to prevent the ineffective use of federal budget funds, was recommended, if necessary, to make changes to design decisions on metro facilities, allocating construction stages possible for completion, and put these facilities into operation," the Ministry of Transport said in a statement. One of the three unfinished metro sections in Omsk will be completely flooded with cement-sand mortar. It was decided to mothball two other unfinished sections of the subway with the possibility of further construction or reconstruction (for example, for the needs of a light rail). This is the Pushkin Library station with access tunnels, as well as part of the metro route with the Zarechnaya and Kristall stations. The previously started structures will be completed here, and then they will be equipped with ventilation, electric lighting and drainage systems.
