2020: Criminal proceedings because of plunder of 230 million rubles at construction of the medical center

The investigation department of the Investigative Committee of the Russian Federation across the Oryol region in October, 2020 brought criminal case because of plunder of 230 million rubles at construction of the new body of the multi-profile medical center of regional clinical hospital.

By the investigation it is established that the cost of works reflected in the acceptance act is overestimated, works for the amount more than 230 million rubles which are unreasonably transferred to the contractor are actually not performed.

According to the investigators, employees of a state institution of Orelgoszakazchik signed to the contractor of Soyuzinform Ltd the act of acceptance of an object without the actual execution of works. So documents contained obviously false information, the press service of the IC RF across the Oryol region reported.

Criminal case upon abuse of office at construction of the OOKB BUZ multi-profile medical center is brought

Embezzlement of budget funds, selected for construction of the multifunction medical center in Oryol, the police revealed in April, 2017. According to the Ministry of Internal Affairs, initially law enforcement authorities documented the plunder fact for the amount of 136 million rubles. On suspicion of large scale fraud the CEO of Soyuzinform contract organization is delayed, charge is brought to him.

Construction of the medical center based on regional hospital was begun in 2006 and still is not finished. The police investigation initiated proceedings about plunder of nearly 300 million rubles of Soyuzinform Ltd in 2015.

Object was repeatedly "frozen" due to the lack of means. During this time in KU "Orelgoszakazchik" seven heads were replaced. In September, 2020 the government of the region stated that it will select 3.5 billion rubles for completion of construction.

In October, 2020 criminal case on signs of the corpus delicti provided by the Paragraph "in" of Part 3 of Article 286 of the Criminal Code of the Russian Federation ("Abuse of office") was brought.

Criminal case file became a subject of discussion at the interdepartmental operational meeting at the prosecutor of the Oryol region. The prosecutor of the region Vladislav Malkin gave instructions about carrying out a number of actions of coordination and supervising character, as a result of jointly the measures developed from Regional Office of the Ministry of Internal Affairs of Russia across the Oryol region investigation of criminal case is activated.^[1]
