2025: Launch of a plant in the Rostov region for ₽2 billion for the production of juices and lemonades

The production company "Leader" launched a plant for the production of soft drinks in the village of Experienced Aksai district of the Rostov region. This became known in mid-March 2025. The volume of investments in the production facility exceeded ₽2 billion, the press service of the regional governor said.

According to Interfax, citing official sources, in 2025 the company plans to produce up to 50 million liters of soft drinks. By the time of launch, the plant has two production lines with a total production capacity of more than 200 million liters of products per year.

The launch ceremony of the plant took place on March 14, 2025 in the village of Experienced. The head of the Rostov region, Yuri Slyusar, and the general director of the Leader group of companies, Yevgeny Klinetsky, pressed the symbolic button and, thus, officially launched production lines.

Evgeny Klinetsky, General Director of Leader, noted that the Rostov plant will become the largest production in the company's structure.

Acting Governor of the Rostov Region Yuri Slyusar emphasized the importance of the new production, calling it one of the largest soft drinks factories in the region. He also noted the socio-economic significance of the project, which ensured the creation of 130 new skilled jobs, and will also contribute to the replenishment of the budget through tax revenues.

Regional authorities expressed interest in the development of such industries and readiness to provide the necessary support to investors. The new plant can count on tax breaks, reimbursement of part of the cost of technical connection to engineering networks and compensation for the cost of paying interest on commercial loans.

Initially, the Leader company planned to put the enterprise into operation in 2024 with an investment of about ₽1,5 billion. However, the actual investment exceeded the initial estimate by ₽500 million, and the completion date was adjusted.[1]
