2020: Assessment of investments into creation of a medical cluster in 29.95 billion rubles

On February 25, 2020 Zdrav.Expert became known that project implementation of the Pacific international medical cluster in the Sakhalin region will demand 16.95 billion rubles of private investments and 13 billion rubles from regional and federal budgets. The Minister of Health of the region Vladimir Yushchuk reported about it at the enlarged meeting of the Federation Council Committee for Social Policy.

Financing should make 9.9 billion rubles of means of the region, 3.1 billion more rubles will be selected from the federal budget.

The government of the Sakhalin region is going to create a medical cluster based on the consulting and diagnostic center (CDC) of Yuzhno-Sakhalinsk, the medical and diagnostic body of the Sakhalin regional clinical hospital, children's regional hospital, regional oncology dispensary with the center of nuclear medicine and also the private organizations which will be placed in the six-storied body near KDTs.

The body with private clinics will open in December, 2020 – branches of the Russian and foreign companies from South Korea, Israel, China and Japan will be placed there. Invests JSC Rusatom Helskea in construction of the center of nuclear medicine. In the center performing proton therapy, a positron emission tomography and computer tomography is planned and also production of radiopharmaceuticals, commissioning of the facility is planned for 2022. In medical cluster perimeter construction of a balneological complex with participation of investors from Thailand and construction of the EKO perinatal center is also planned.

The international medical cluster should become the center of development of medical tourism in the Far East – involvement of patients from the countries of the Pacific Rim and the neighboring regions, in particular from Siberian Federal District is supposed. check-up – complete inspection of an organism and detection of pathologies will become the main link of routing of medical tourists.

Plans for the organization of the international medical cluster in the Far East were read in 2016 – then its opening was planned for September, 2018, but the project was not implemented. The head of state charged to define features of legal regulation of activity of such structure in the region and to find out conditions for ensuring the innovation activity specifically in DVFO^[1].
