History

2025: Liquidation after recovery of ₽914 million in favor of the Prosecutor General's Office

Perm-company IT"Parmalogica" sent a statement to the Unified State Register of Legal Entities about its liquidation. Data on this were entered into the Unified State Register of Legal Entities on April 17, 2025. Earlier in December 2024, the Arbitration Court Moscow recovered ₽914 million from the company in favor. According to Kommersant, the company's revenue in 2024 amounted to ₽3,7 million against ₽234,5 million in 2023. The net loss of Parmalogica LLC for 2024 exceeded ₽14,7 million, which indicates the actual curtailment of the company's activities even before the decision to liquidate.

The Moscow Arbitration Court at the end of 2024 satisfied the claim of the Prosecutor General's Office of the Russian Federation and Sventi LLC to recover Parmalogica of million from ₽914 LLC. The trial was held behind closed doors, so the exact essence of the plaintiffs' claims remains unknown.

Parmalogica was registered in 2016 and specialized in computer software development. During its existence, the company has become a major contractor of state structures, having fulfilled more than 100 state contracts totaling over ₽3,5 billion.

More than ten contracts were associated with the Prosecutor General's Office of the Russian Federation, mainly in the development and refinement of the legal statistics system. In July 2018, Parmalogica signed a contract for the development of special software functionality of the state automated system of legal statistics with a total value of more than ₽211 million.

In July 2019, another major contract was signed for work on the development of the functionality of special software worth over ₽842 million. In January 2021, a contract for ₽190 million for technical support services of the same system was signed between Parmalogica and the Prosecutor General's Office.

As Kommersant reminds, the company was previously controlled by the former first deputy director of the Forecast IT company Yevgeny Ovcharov. In the spring of 2023, Maria Basova became the owner of Parmalogica. By April 2025, she is the 100% owner of Parmalogica (data from the Kontur.Focus service^[1]
