The Central Bank recorded an output of 1.2 billion rubles from People's Bank

The Central Bank of the Russian Federation recorded an output of 1.2 billion rubles from People's Bank. The regulator reported about it on October 8, 2020.

It is about transactions on sale of property and coins from the precious metals and also issuance of credits to borrowers which do not have capability to fulfill obligations. Besides, the Bank of Russia revealed preferable meeting requirements of some creditors at the expense of others.

Information on all transactions with signs of an output of assets is sent to law enforcement agencies. The regulator reminds that assets of People's Bank are not enough for complete meeting requirements of creditors. Therefore at the end of August, 2020 the regulator sent the claim for recognition of People's Bank by the bankrupt to Arbitration court of Moscow.

Also it became known of the direction law enforcement agencies of information on counteraction of activity of temporary administration from the former head of People's Bank Sergey Turbin which was expressed in non-compliance with requirements for transfer of documents of title of assets of bank.

Earlier the Central Bank provided data according to which "hole" in the capital of People's Bank makes about 238 million rubles.

So, assets of bank for date of a withdrawal of its license are estimated taking into account given financial inspection in 892.572 million rubles at 1 billion 312.674 million appearing in the balance sheet. The difference is connected first of all with revaluation of the amount of net loan debt at depreciated cost from 1 billion 161.361 million to 741.824 million rubles. The size of obligations of bank, on the contrary, is overpriced upwards — from 815.042 million to 1 billion 130.588 million rubles. Assessment of reserves is changed to possible losses on contingent obligations of credit character — from 336.748 million for 652.294 million rubles.[1]

Revocation of license

On July 24, 2020 the Central Bank revoked the license for carrying out banking activities from the Moscow People's Bank.

On the value of assets JSC People's Bank takes the 297th place in a banking system of Russia. As stated in the message on the regulator website, providing bank guarantees which volume several times exceeded the size of own means was priority activity of credit institution. In addition, in 2020 People's Bank "in considerable volumes" performed opaque operations with payment nonresident agents on money transfers of individuals.

According to the reporting of bank for January 1, 2020 (it is placed on May 20, 2020), as of December 31, 2019, Stanislav Kuznetsov was its main owner. It possessed 71.05% of stocks, on 9.31% were at Ruslan Dzhaubayev and Evgeny Medvedev, another 9.77% belonged to Vasily Slivyak, and 0.56% — FKG Otechestvennoye predprinimatelstvo LLC. However in the statement USRLE for July 24 these persons are not specified. According to it the main owner of People's Bank is JSC Cherkesskoye ordena Trudovogo Krasnogo Znameni himicheskoye proizvodstvennoye objedineniye of S. Tsakhilov.

JSC People's Bank is founded in December, 1992 in Cherkessk and for 2016 is the second in the amount of assets among independent banks of the Karachay-Cherkess Republic.

License of the Bank of Russia No. 2249. Principal direction of activity — crediting of legal entities. The bank is a participant of an international payment system of Europay-MasterCard. to individuals deposits, settlement and cash services, letters of credit, conversion transactions, crediting, safety-deposit boxes, bills of exchange, transactions with precious metals, plastic cards are available to clients of bank.

Zolotaya Korona clients of JSC People's Bank can send money transfers in three principal currencies: Russian rubles, US dollars and euro and also in national currencies of the CIS countries. The list of available currencies needs to be specified at operators of bank at transfer commission.

The rate for transfers across Russia makes 1%, but no more than 1 thousand rubles. For transfers on a system Zolotaya Korona to the countries of the FSU and beyond in bank the special offer – "The Rate of 0%" works: the commission is absent for the currency transfers paid in rubles at the rate of a system at the time of sending.
