2022: Establishment of a special economic zone

In mid-July 2022, Prime Minister Mikhail Mishustin signed a government decree approving the creation of a special economic zone (SEZ) "Perm." It refers to industrial and production sites.

According to the press service of the Cabinet, resident companies in the Perm SEZ will implement projects in the field of petrochemistry, mechanical engineering, metalworking, information technologies and in other areas. For example, in the new special economic zone, it is planned to launch the production of flexible polyethylene pipes for the petrochemical industry and the construction of river vessels for freight and passenger traffic. In addition, a data center and a logistics complex will operate as part of the zone. Residents will invest more than 10 billion rubles in their projects.

Mishustin approved the creation of a special economic zone in Perm

At the end of June 2022, the Governor of the Perm Territory Dmitry Makhonin already announced in his official Telegram channel the creation of a special economic zone in the Osentsovsky Industrial Center, focused on chemistry and petrochemistry, mechanical engineering, metalworking and the IT industry.

Now our economy especially needs additional investments, and business - new forms of support. The creation of the SEZ just solves both of these problems. Enterprises receive preferential taxation and other preferences, and we receive new jobs and long-term investment projects, the head of the region wrote then.

The Government of the Russian Federation notes that special economic zones are being created for the development of the manufacturing industry, high-tech sectors of the economy, tourism and port infrastructure. Placement in the SEZ gives business a number of advantages. Thus, residents can enjoy tax breaks and customs preferences, as well as count on a decrease in rental payments.^[1]
