FESCO received the management of the Petropavlovsk-Kamchatka Commercial Sea Port and the Kamchatka Shipping Company
FESCO Transport Group took over the management of Petropavlovsk-Kamchatka Commercial Sea Port LLC and Kamchatka Shipping Company LLC (KASCO). Both enterprises were converted into state revenue in June 2025. This is evidenced by the data of the Unified State Register of Legal Entities, published in October 2025.
According to Interfax, the total number of Kamchatka assets transferred to the transport group has reached 38 companies. The process of transferring control began in September 2025, when FESCO received the first batch of enterprises owned by the Federal Property Management Agency in the Kamchatka Territory.
Petropavlovsk-Kamchatka Commercial Sea Port has the status of federal significance and is the largest port enterprise in the region. The facility is located on the coast of Avacha Bay, which does not freeze in winter. The geographical location provides the port with a strategic advantage - international shipping routes run 150-200 nautical miles from the eastern coast of the peninsula. The annual cargo turnover of the port complex is approximately 1 million tons.
Kamchatka Shipping Company specializes in servicing two permanent cargo destinations. The first connects Vladivostok with Petropavlovsk-Kamchatsky, the second - Vladivostok with the Sakhalin port of Korsakov. The company transports refrigerated containers, various types of general cargo, automobile and motor vehicles. The company also develops the railway transportation segment. The ship composition of the shipping company includes eight units of watercraft. The organization's annual revenues in recent periods were in the range of ₽5 -7 billion.
The legal history of divestment began in December 2024. The Prosecutor General's Office of the Russian Federation sent a statement of claim to the court against a number of legal entities and individuals. The original defendants were former officials of the Kamchatka Territory - Yuri Zubar, Alexander Ivanchey and Vladimir Balakaev. Subsequently, the list of defendants expanded to 65 subjects, including 46 citizens and 19 organizations. The court's decision satisfying the plaintiff's claims was issued in May 2025.[1]
Nationalization
The Petropavlovsk-Kamchatka Commercial Sea Port was nationalized by the decision of the Leninsky District Court of Vladivostok, adopted in May 2025. The court satisfied the claim of the Prosecutor General's Office of Russia on the confiscation of property obtained in violation of anti-corruption legislation. The total value of seized assets is more than ₽31 billion.
According to Kommersant, the property of former officials and entrepreneurs of the Kamchatka Territory is subject to confiscation. Among those seized in favor of the state are the joint-stock company Petropavlovsk-Kamchatka Commercial Sea Port, dozens of real estate objects and sea vessels.
The capitalization of the assets of the transport hub in the port of Petropavlovsk-Kamchatsky is ₽16,7 billion according to the lawsuit. The cargo turnover of the commercial sea port reaches about 1 million tons per year.
The defendants in the case were the former deputy chairman of the government of the Kamchatka Territory Yuri Zubar, the deputy minister of property and land relations of the region Vladimir Balakaev, as well as the deputy of the legislative assembly and entrepreneur Alexander Ivanchey. Yuri Zubar previously rose to the rank of colonel of the FSB.
The Prosecutor General's Office found that the accused, through affiliates, owned and operated the seaport of Petropavlovsk-Kamchatsky and the Terminal group of companies. They acquired business entities and actually managed them, extracting income for themselves, relatives and controlled persons.
The income received was invested in the acquisition of production facilities and real estate. Alexander Ivanchey acquired more than a hundred real estate objects of sanatorium-resort and agricultural purpose in the Krasnodar Territory.
The representative of the General Prosecutor's Office, Roman Konotop, said during the court debate that all business activity was illegal. According to him, it was fully supported through patronage through the government of the Kamchatka Territory.[2]
