2022: Debt to suppliers under government contracts 39 million rubles

On December 8, 2022, it became known about large debts of the Vladimir Regional Clinical Hospital (OKB) to suppliers. The regional prosecutor's office intervened in the situation.

According to the latter, GBUZ of the Vladimir region "Regional Clinical Hospital" with 82 business entities signed state contracts for the supply of medicines, consumables, telephone services, maintenance of control systems, ventilation and air conditioning systems, elevators, etc. Despite the fulfillment of contractual obligations, entrepreneurs did not receive payment on time.

Vladimir hospital owes suppliers under state contracts 39 million rubles

At the time of the audit, the debt under the executed contracts exceeded 39 million rubles. Based on the results of the audit by the prosecutor, a submission was made to the head of the health care institution, which was considered and recognized as justified.

As a result of prosecutor's intervention, the debt under the executed contracts was repaid in full. The prosecutor's office of the city of Vladimir checked the implementation of legislation in terms of timely payment by customers of obligations under state contracts.

In addition, as reported in the Prosecutor's Office of the Vladimir Region, the prosecutor initiated an administrative offense against the guilty official under Part 1 of Art. 7.32.5 of the Administrative Code of the Russian Federation (violation of the term and procedure for paying for goods (works, services) when making purchases to meet state needs).

In September 2022, the Belgorod company Infmed filed a lawsuit to sue the regional clinical hospital in Vladimir for more than 28 million rubles. Of this money, 20.8 million rubles fall on actual debt, and 7.5 million rubles - penalties. The Supplier requires acceptance of the mass spectrometer.[1]

2021: Ex-head physician of the Vladimir hospital sentenced to 4 years in prison for bribes

In early February 2021, the court sentenced the former chief physician of the Regional Clinical Hospital (OKB) Vladimir Liubov Bykova in a corruption case. She was found guilty of committing crimes under paragraph "" part 5 of Art. 290, paragraph "in" part 5 of Art. 290 of the Criminal Code of the Russian Federation ("Taking bribes on a large scale"). 2020: Ex-head physician admitted to receiving a bribe during the public procurement of a CT scanner for 72 million rubles

On June 25, 2020, the prosecutor of the Vladimir region announced that the former chief physician of the Regional Clinical Hospital Vladimira Liubov Bykova pleaded guilty to receiving a bribe of about 1.5 million rubles for violations during the auction for the national project "Healthcare."
