2020: Trial on the case of cartel in the market of deliveries of medical products

At the end of August, 2020 in the case of cartel the end is put to the market of deliveries of medical products and consumables, maintenance of the medical equipment to Tatarstan. The eleventh arbitration Court of Appeal upheld the decision of Arbitration court of the Republic of Tatarstan on the claim of Renir LLC to the regional Government of Federal Antimonopoly Service (GFAS).

According to the Medvestnik edition, data from prosecutor's office of Tatarstan which in turn detected them during monitoring of media were the cause for antimonopoly trial.

According to the decision of Arbitration court of Tatarstan of June 2, 2020, the antimonopoly authority after publications in the press confirmed existence of family relations between the former chief physician of GAUZ "Republican Clinical Oncological Clinic of MZ RT" Rustem Hasanov and the head of Renir group Marat Mukhutdinov.

To Mukhutdinov owns Renir group which is among the largest players of the market which delivers for health care state institutions. Founders of Renir, Vegaa, Medprom, Komtekhplus, MK Delta, Medsimvol, Biolab-Medika, Artes, Physicians and Medky companies were anyway connected with the high-ranking physicians and performed contracts on state procurements of the Republican clinical oncological clinic, said in a verdict of court.

The OFAS revealed antimonopoly actions in many specified companies, but at the time of detection of violations most of them stopped existence. As a result the regulator opened cases in the relation only of Vega and Renir. The minimum reduction of price at auctions (1.24%), use of the uniform IP address, stylistic coincidence of texts of requests allowed the Tatarstan OFAS to draw a conclusion on existence of cartel between them.

Renir and Vega tried to appeal against the decision of OFAS in court, but were refused in the first and appeal instances.

As a result Vega was fined 3.6 million rubles. There are no data about sanctions against Renir by the end of an August.[1]
