2025: Company Launch
The Republic of Sevastopol Winemakers is launched in Sevastopol on the basis of the largest Palakia terroir in the Russian Black Sea region with a total investment of more than ₽1 billion. This was announced on October 28, 2025 by Oleg Nikolaev, a member of the General Council of Business Russia and co-founder of the Palakia terroir.
According to TASS, the project will be the first coworking for novice winemakers on the Crimean peninsula. The concept is positioned as an "incubator" for small wineries, where participants will be able to receive comprehensive support at all stages of production.
Terroir "Palakia" united at the mouth of the Belbek River in the area of the Kara-Tau plateau more than two dozen wineries on an area of 800 hectares. The investor will introduce more than 170 hectares of unused land of the Sevastopol Winery into agricultural and economic turnover.
The transaction to buy out the right to lease the fertile site allowed the company to pay off the tax debt by ₽50 million. Returning land to circulation solves several tasks at once - from tax obligations to the creation of new jobs.
Natural conditions in Sevastopol are not suitable for growing commercial wheat and many crops traditional for other regions of Russia. The basis of agriculture here is viticulture, with most of the crop being processed into wine.
The terroir of Sevastopol is comparable in its characteristics to the areas with world fame - Bordeaux or Burgundy. This ensures high quality and special characteristics of wines. The authorities and business of Sevastopol are actively developing enotourism - excursions to vineyards and wineries.
The first investments in the project "Republic of Sevastopol Winemakers" will amount to more than ₽500 million. The money will be directed to the processing of land, the laying of new vineyards and the purchase of planting material. The preparatory stage includes comprehensive soil preparation and the creation of infrastructure for planting vines.
The subsequent construction of a winery, tasting rooms, enotouristic and agritouristic infrastructure is estimated at the same amount. The second stage of the project involves the creation of a full-fledged complex for receiving visitors and organizing excursion programs.[1]
