LLC RusVinyl is a joint Russian-Belgian enterprise created for the construction of a complex for the production of PVC (polyvinyl chloride) in the Kstovsky district of the Nizhny Novgorod region with a capacity of 330 thousand tons per year.
The founders of the joint venture are SIBUR, the largest petrochemical holding in Russia, and the Belgian company SolVin, the leading manufacturer of PVC in Europe. SolVin is a joint subsidiary of the international chemical-pharmaceutical group Solvay and the German concern BASF.
The PVC plant will be built using the most modern European technologies (BAT - Best Available Techniques), providing the required range of PVC brands with low production costs and mandatory compliance with the most stringent environmental requirements of the Russian Federation. The plant will produce 300 thousand tons of suspended PVC, 30 thousand tons of emulsion PVC and 235 thousand tons of caustic soda. If the current growth rate of PVC consumption in the CIS is maintained, the project provides for the possibility of further expansion of capacities on the basis of RusVinyl LLC.
In 2007, pre-design documentation was prepared for the construction of the complex, within the framework of which an environmental impact assessment was carried out, including through the planned public hearings with the participation of environmental associations, the scientific community and authorities.
The technological solutions that will be used in construction and production are today the safest in the production of polymers. It is planned to allocate more than 10% of all investments in the creation of a new production facility to environmental protection measures.
On July 12, 2010, at the company's construction site, the "first stone" was laid in the foundation of the future complex, thereby opening the stage of construction of the plant.
The new facility will use one of the world's best technologies for the production of polyvinyl chloride, licensored by SolVin. The company responsible for the design, supply of equipment and construction management is Technip International Engineering Group. The general contractor for the construction is OJSC Globalstroy-Engineering, one of the largest Russian companies in the design, supply and construction sector for oil and gas companies in Russia and the CIS. The supplier of oxygen, nitrogen and dry compressed air for the production of polyvinyl chloride is the French group of companies Air Liquide, which is building its own air separation complex at the RusVinyl LLC site. The construction of the logistics platform of the PVC plant is carried out by the German logistics company Karl Schmidt.

Appointment of Sergei Nazarov as CEO
In March 2023, a new CEO of RusVinyl was appointed after Solvay left the polyvinyl chloride joint venture (JV). It was headed by Sergei Nazarov, who is also the general director of SIBUR-Kstovo. He will combine these positions, the press service of RusVinyl said on March 24, 2023. Read more here.
Sibur bought 50% of RusVinyl from Solvay for 430 million euros
In early March 2023, it became known that Sibur bought out a 50 percent stake in Solvay in the joint manufacturer of polyvinyl chloride RusVinyl (Nizhny Novgorod Region) for 430 million euros. The companies agreed on the final terms of the deal, Sibur said.
The transition of RusVinyl to the Sibur perimeter opens up additional opportunities for the company in terms of developing and increasing the efficiency of the interconnected industries of the Nizhny Novgorod cluster, a representative of the Russian holding told Kommersant-Volga region.
We see PVC as one of the premium products. The share of RusVinyl in the volume and production and sales of PVC in Russia is about 35%. At the same time, the enterprise's capacity of 330 thousand tons makes it the country's largest producer of material in demand in the segments of housing and communal services, construction and others. In early February 2023, Russian President Vladimir Putin signed an order that allowed Sibur to buy 50% of its stake in the joint venture RusVinyl from Solvin Holding Nederland B.V. (a subsidiary of Belgian Solvay). The change in the shareholder structure as a result of the transaction will not affect the operating activities of the enterprise, Sibur reported.
According to SPARK-Interfax (by March 6, 2023), RusVinyl LLC was registered in Kstovo in 2007 with an authorized capital of 28.5 billion rubles. The main activity is the production of basic chemicals, fertilizers and nitrogen compounds, plastics and synthetic rubber in primary forms. The capacity of the enterprise is 300 thousand tons of suspension and 30 thousand tons of emulsion polyvinyl chloride per year. Caustic soda output - 225 thousand tons per year.[1]
