2026: FAS banned the Russian National Library from purchasing German scanners worth 119.9 million rubles after a complaint from ProSoft-PK
In January 2026, the Federal Antimonopoly Service banned the Russian National Library from purchasing a batch of professional scanners from the German company Zeutschel in the amount of 119.9 million rubles. The reason for the decision was the complaint of the domestic manufacturer of similar equipment of the ProSoft-PC company.
According to CNews, the basis for the complaint was the requirements in the procurement documentation, which, according to the applicant, were drawn up for a specific foreign supplier. Representatives of the library could not provide the FAS with evidence to the contrary. As a result, the antimonopoly service found a violation of the law on the contract system.
The leadership of the Russian National Library argued the choice of equipment by the need for compatibility with the already used specialized Omniscan software. However, during the proceedings, FAS experts found that this software is capable of working with other digitization systems. It was noted that there are domestic products on the market, for example, ElarScan scanners included in the corresponding register of the Ministry of Industry and Trade.
The purchase was part of a program to modernize the library's technical fleet to improve the efficiency and optimization of employees' work. After the decision of the FAS, the procedure for determining the supplier was suspended until all violations were eliminated. In the future, the library will be obliged to conduct purchases focused on goods of Russian origin, which excludes the possibility of purchasing initially selected German scanners.
Experts note an increase in the share of Russian equipment in the scanner market. According to Tebiz Group analysts, in the B2B segment it exceeds 20% with an annual increase in domestic production of about 15%.[1]
