2025: Approval of the resort's ₽210 billion layout

The administration of St. Petersburg approved the project for planning the territory of the tourist and recreational cluster "St. Petersburg Marina" on the territory of Gorskaya near Sestroretsk. The total investment in the project is ₽210 billion. This was reported by the press service of the city government on June 3, 2025.

According to RBC, the project provides for the construction of a training base for a yacht club with training centers, a theme park along the coast and hotels. The plans also include catering and retail facilities, museums, showrooms, engineering infrastructure and car parks.

Within the framework of the project, they plan to organize seven driveways to ensure transport accessibility of the territory. The documentation went through a public discussion procedure with the participation of local residents and stakeholders.

The documents note that an artificial lake with a system of islands can be created on the territory of the tourist cluster. They plan to place thematic objects on the islands - beacons. The exact location and area of ​ ​ the lake and artificial islands have not yet been announced.

Local residents submitted several dozen comments to the project. They opposed the laying of a highway in the continuation of Orekhova Street and Leningradskoye Highway to ensure the transport accessibility of the cluster. Residents believe that this will worsen the living conditions of the village, require the expansion of local roads and entail the seizure of land.

The remarks also demanded that the zone for the tourist cluster be changed TD5 to the TD1-3 zone. For the current zone, the limit parameters are not established and the minimum and maximum areas and height of the buildings being erected are not spelled out.

The future tourist cluster "St. Petersburg Marina" is part of the federal project "Five Seas and Lake Baikal." Gorskaya plans to create the largest marina in Europe. After the launch of the project, the tourist flow to the city should increase by 1.3 million people per year.[1]

2024: Approval of construction for 210 billion rubles

At the end of March 2024, the construction of a new tourist cluster "St. Petersburg Marina" at the "Gorskaya" site was approved in Russia. 210 billion rubles will be allocated for the implementation of this project.

The initiative, according to TASS, was told by the governor of St. Petersburg, Alexander Beglov. According to him, from the total cost of the project 165 billion rubles will be the funds of investors for the creation of tourist infrastructure facilities. Another 45 billion rubles is the preliminary cost of facilities that provide infrastructure: they will be created partially at the expense of the federal and city budgets.

St. Petersburg Marina Tourism Cluster Project

The creation of the St. Petersburg Marina resort on the coast of the Gulf of Finland will be implemented in several stages. At the first, it is planned to form a yacht service hub: these works will last until 2025-2026. By 2028, the historical Poltava shipyard will be recreated; in addition, a hotel complex will appear. By 2029, a business center with a film studio and a spa hotel will be built. In general, the project is designed for the period until 2030.

St. Petersburg Marina is part of the Five Seas federal program to create year-round seaside resorts. It provides for the formation of resort areas on the Baltic, Azov, Black, Caspian and Japanese seas and on Lake Baikal. Together, they are expected to increase the number of domestic travel trips to 140 million per year. The resort "St. Petersburg Marina" will be located on the shores of the Baltic Sea, 20 km from the Northern capital. The implementation of the large-scale project "Five Seas" will require not only the construction of tourist infrastructure, but also roads, transport hubs, energy facilities, etc. The total costs of forming seaside resorts are estimated at 1 trillion rubles.[2]
