2025: Receiving compensation in the amount of 127 million rubles for illegal lease of owned buildings

The Saratov Regional Clinical Cardiological Dispensary received compensation in the amount of more than ₽127 million through the court for the illegal lease of its buildings. The Arbitration Court recovered funds from commercial organizations that illegally handed over real estate to a medical institution. The court's decision was made on June 19, 2025.

According to Medvestnik, the prosecutor's office of the Saratov region made a statement of claim for the recovery of unjust enrichment from landlords. The supervisory authority established violations in the use of state property for medical purposes.

Saratov cardiac dispensary sued ₽127 million for illegal rent of his real estate

During the privatization period, social, cultural and communal facilities were transferred to the authorized capital of a private company. Among the transferred property were six buildings of the medical and sanitary part in Saratov with a total area of ​ ​ 18 thousand square meters. m.

According to the law, the property complex was to be used exclusively for organizing medical activities. However, the owners violated the established requirements and leased real estate to a medical institution. Rent came from the regional budget.

The portal "Sarinform" clarifies that the dispute concerns the privatization of the former medical unit of the bearing plant. Until 2015, the institution was called the Saratov Clinical Center of Cardiology, and then was renamed the City Clinical Hospital No. 12.

The defendants in the trial were Crocus, Demeter, Geaton and Mirage. These legal entities are the successors of Paracels LLC, which initially received ownership of the disputed buildings. Companies associate with the business interests of the family of the former mayor of Saratov Oleg Grishchenko.

Entrepreneurs have already been forced to return the property complex of the medical institution to the state. In 2023-2024, the courts declared privatization illegal and decided to transfer the objects back to state ownership.

The court decision to recover the full amount of compensation entered into legal force.[1]
