2025: Satisfaction of the claim of the Novosibirsk Ministry of Health for ₽38 million due to the failure of the construction of 7 clinics for ₽15 billion

In June 2025, the Arbitration Court of the Novosibirsk Region satisfied the claim of the Ministry of Health of the region against Seventh Concession Company LLC, which is part of the VIS group, in the case of violation of the construction time of seven clinics in the amount of over ₽15 billion. As part of the decision, the court decided to recover a penalty of ₽38,2 million from the defendant. The project is being implemented under a concession agreement, but the contractor made deviations from the established deadlines, which became the basis for the trial.

According to RBC, the concession agreement between the Ministry of Health of the region and Seventh Concession Company LLC was concluded in 2019. The document provided for the construction of seven medical institutions in various districts of Novosibirsk.

The clinics were planned to be built at the following addresses:

  • Tatyana Snezhina Street (polyclinic No. 2).
  • Proletarskaya street (polyclinic No. 7).
  • Krasnodar street (polyclinic No. 13).
  • Victor Us Street (polyclinic No. 22).
  • Stepnaya street (polyclinic number 18).
  • Yerevan street (polyclinic No. 27).
  • District Council Square (polyclinic No. 16).

The initial cost of construction of all facilities was ₽6,5 billion. Subsequently, the project budget increased to ₽19,5 billion. In May 2025, it became known about an additional increase in funding by ₽3,5 billion.

According to initial plans, all seven medical facilities were to be commissioned in 2022. The start of patient admission was planned for 2023. However, the timing of the project was significantly violated.

The Governor of the Novosibirsk Region Andrei Travnikov in April 2025 noted the extremely low pace of construction of medical facilities. According to him, the speed of construction of health care institutions is close to zero indicators.[1]
