History

2025: Russia approves joint digital transformation program with other SCO countries

In mid-May 2025, it became known that Russia, together with other member states of the Shanghai Cooperation Organization, agreed on a draft action plan in the field of digital transformation. The document was approved in preparation for the fourth meeting of the heads of relevant ministries and departments of the SCO.

The project was agreed during a working meeting of the First Deputy Minister of Communications and Informatization of Belarus Pavel Tkach with the leadership of the Department of International Cooperation of the Ministry of Industry and Informatization of the PRC.

Russia, together with other states of the Shanghai Cooperation Organization, approved a digital transformation program

During the meeting, the participants also agreed on the draft agenda and protocol of the upcoming meeting of the heads of ministries and departments of the SCO countries responsible for the development of information and communication technologies.

Representatives of the parties discussed the implementation of a memorandum of understanding on strategic cooperation in the field of information and communication technologies between the relevant ministries of Belarus and China.

According to the Ministry of Communications and Informatization of Belarus, the meeting was held in a constructive manner. The parties agreed on the development of cooperation aimed at further strengthening cooperation in the field of information and communication technologies.

According to the plan of the main activities of the Shanghai Cooperation Organization for 2025, in the first half of the year in China it is planned to hold a meeting of the heads of ministries and departments of the SCO member states responsible for the development of information and communication technologies.

This event is held on a regular basis with the main goal - the implementation of the concept of cooperation between the SCO states in the field of digitalization and information and communication technologies.[1]

More than 80% of trade between Russia and China is carried out in rubles and yuan.

The early entry of Belarus into the SCO will have a positive effect on the activities of the association.

He welcomed the accession of Iran to the Shanghai Cooperation Organization and the signing by Belarus of a memorandum of intent to enter the SCO.

SCO countries must strengthen cooperation to counter the financing of terrorism.

President of Kazakhstan Kassym-Jomart Tokayev:

We propose to create a partner network of large strategic ports and logistics centers within the SCO, as well as an investment fund and a base of economic preferences of the organization.

Each participating country must appoint a permanent representative to the SCO.

President of Kyrgyzstan Sadyr Japarov:

He regrets that for a long time the SCO partners cannot create an Organization Development Bank and an investment fund, and also have not completely switched to settlements in national currencies.

Tajik President Emomali Rahmon:

Congratulated Iran on joining the SCO and announced the need to develop a strategy for expanding the SCO in the medium term.

The summit will approve the SCO economic development strategy developed by Tajikistan and thanked the partners for their cooperation.

President of Uzbekistan Shavkat Mirziyoyev:

He proposed to conduct an inventory of the SCO agreements in order to strengthen its role in the international arena.

2001: Founding of the SCO

The Shanghai Cooperation Organization (SCO) is an international organization founded in 2001 by the leaders of Russia, China, Kazakhstan, Tajikistan, Kyrgyzstan and Uzbekistan. The main tasks of the organization are proclaimed to strengthen stability and security in a wide area uniting the participating states, the fight against terrorism, separatism, extremism, drug trafficking, the development of economic cooperation, energy partnership, scientific and cultural interaction.
