The deputy head of the hospital received 8 years in prison for bribes

A court in the Arkhangelsk region sentenced the former deputy acting chief physician of the Shenkur central district hospital and a representative of a commercial organization. They received 8.5 years and 8 years in prison, respectively. The press service of the regional department of the Investigative Committee of the Russian Federation announced this on September 6, 2023.

The investigation and the court found that in 2021, the convict, acting by a group of persons by prior conspiracy with the acting chief physician of the hospital, who concluded a pre-trial cooperation agreement and had previously appeared before the court, purchased an apartment for official use with funds allocated from the budget as part of the implementation of the national project "Healthcare," knowing knowingly that her condition did not comply with the terms of the contract. After the conclusion of the contract, the defendants appropriated part of the money transferred by the hospital to pay for the cost of the apartment, which was disposed of at their own discretion.

In addition, these persons demanded that the representative of a commercial organization transfer a bribe on an especially large scale, making up at least 10% of the total amount of contracts concluded for the repair of the hospital building, for assistance in timely acceptance of the works performed by the commercial organization, including those performed not in full and with inadequate quality, as a result, the individual entrepreneur gave them part of the bribe on an especially large scale.

In December 2021, she also demanded from the Director General of a commercial organization funds in the amount of 10% of the value of contracts for the supply of medical devices for assistance in concluding contracts and creating preferential conditions for this organization in auctions held by a medical institution. The General Director agreed to this proposal, transferring the agreed amount of bribes in the amount of 75 thousand rubles.

The names of the defendants in the case in the prosecutor's office of the investigative department of the TFR in the Arkhangelsk region and the Nenets Autonomous Okrug were not named.^[1]

Management accused of bribes and embezzlement of 5 million rubles

At the end of January 2023, it became known that the leadership of the Arkhangelsk hospital was accused of bribes and embezzlement of several million. Details of business were reported by the press service of the State Office of Public Prosecutor of the Russian Federation.

The prosecutor of the Arkhangelsk region approved the indictments in two criminal cases against the acting chief physician of the Shenkur Central District Hospital and his former deputy, as well as a representative of a commercial organization. Depending on the role and degree of participation in the incriminated acts, they are accused of committing crimes under Part 2 and 6 of Art. 290 of the Criminal Code (receipt by an official of a bribe committed by a group of persons by prior conspiracy, on a significant and especially large scale), part 3 of Art. 160 of the Criminal Code of the Russian Federation (misappropriation of someone else's property, committed by a group of persons by prior conspiracy, by a person using his official position, on a large scale), part 5 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe to an official personally on an especially large scale).

According to investigators, in 2021-2022. officials of a medical institution, using their official position and managing budget funds, acting in collusion and in concert, purchased an office apartment that was not equipped with serviceable communications and was not connected to engineering systems. For this reason, the cost of housing was clearly overestimated and amounted to almost 1.3 million rubles. The difference between the actual cost and the contract price in the amount of 290 thousand rubles was appropriated by the accused.

They also demanded that a representative of a commercial organization transfer a monetary reward in the amount of 10% of the total amount of contracts concluded for the overhaul of the hospital building in the amount of over 43 million rubles for timely acceptance of poorly performed work.

In the period from December 2021 to May 2022, the accused received from a representative of the organization part of a bribe in the amount of 1 million rubles. When receiving the rest in the amount of more than 3.3 million rubles, the criminal actions of the accomplices were suppressed by law enforcement officers.

Under similar circumstances, in December 2021, the former deputy head of the hospital received 75 thousand rubles from the general director of the company as a reward for concluding contracts for the supply of medical devices on preferential conditions.^[2]
