In November 2025, an agreement was concluded on the sale of the Istok oil and oil plant located in the Voronezh region. The company was acquired by businessman Denis Izbrecht from businessman Ruslan Vdovin. This follows from the data of Rusprofile.

According to information received from sources of the Abireg agency, the transaction value could reach 6 billion rubles. The parties to the agreement refrained from providing official comments.

Earlier, among the possible contenders for the acquisition of the asset, information sources named businessman Denis Izbrecht and GAP Resource, whose process specialists visited the plant as part of the delegation.

According to an interlocutor close to the agency, the transfer of rights to the production asset took place at the end of October 2025. The enterprise is managed by businessman Denis Izbrecht. The number of employees has been maintained in full and is approximately 270 employees, according to data from the Federal Tax Service as of the end of 2024.

Information on the planned implementation of the production complex became available to the Abireg agency in the last days of May 2025. The former owner of the enterprise, entrepreneur Ruslan Vdovin, reported that the transaction at that time was at the stage of approval.

Construction work on the site continued for six years. The total investment in the project, according to the estimates of the source "Abireg," amounted to approximately 7 billion rubles. It is explained that the commissioning of the enterprise took place relatively recently, and the production process has not yet been launched at full capacity.[1]
