2025: ₽3,67 Billion Airport Construction

The construction of the Yuzhny airport complex in Orel is planned to be completed in 2028. The cost of the facility is estimated at ₽3,67 billion. The Governor of the Oryol Region Andrei Klychkov signed a decree providing for a change in the timing of the project in early June 2025.

According to Interfax, after the completion of the first stage of work, the length of the runway at the updated airport will be 2600 meters, width - 45 meters. The airport complex will include three aircraft parking areas and one helicopter seat. The area of ​ ​ the passenger terminal will be more than 4 thousand square meters.

Yuzhny airport to be built in Orel for ₽3,67 billion

Work on the reconstruction of the Yuzhny airport within the framework of the federal project "Development of regional airports" started in 2022. The contractor for the first stage of the reconstruction of the airport with an estimated cost of ₽1,4 billion was the Irmast-Holding company. Andrei Klychkov announced plans to complete the first stage by August 31, 2024.

In early August 2024, the governor noted that the work was being carried out according to schedule. Later, Andrei Klychkov said that Irmast-Holding had suspended work since January 2025 due to financial problems. In 2023-2024, the contractor carried out a large amount of work - the runway, the base and walls of the passenger terminal, part of the fences, communications were built.

In May 2025, the regional authorities unilaterally terminated the contract with Irmast-Holding. The reconstruction will allow the resumption of aircraft flights from the Oryol region within a radius of 3 thousand kilometers. It is expected that the airport will be in demand for flights with Moscow, St. Petersburg, airports in southern Russia.

Deputy Prime Minister of Russia Vitaly Savelyev in September 2024 supported the construction of the second stage of the Oryol airport. The second stage provides for the construction of additional airport infrastructure facilities, the renovation of the airport complex, as well as the definition of the Yuzhny operator. The timing of the completion of the second stage was not announced.[1]
