Nationalization of the university
On October 10, 2025, the Arbitration Court St. Petersburg Leningrad Region satisfied the claim State Offices of Public Prosecutor RUSSIAN FEDERATION for the nationalization of real estate of the St. Petersburg Humanitarian University of Trade Unions (SPbGUP) and the founder of the university, the Federation of Independent Trade Unions (Russia FNPR). We are talking about objects with a total area of about 54 thousand square meters, the market value of which is estimated at 8 billion. rubles
The rector of St. Petersburg State Unitary Enterprise Alexander Zapesotsky, the Leningrad Federation of Trade Unions and the General Confederation of Trade Unions, the Federal Antimonopoly Service, the Federal Agency for State Property Management, the management of Rosreestr and the Federal Property Management Agency in St. Petersburg, and the Committee for Property Relations of St. Petersburg are indicated as third parties in the lawsuit.
According to the Prosecutor General's Office, St. Petersburg State Unitary Enterprise illegally passed into the ownership of the FNPR, and Zapesotsky "for decades" used the property of the university "for personal enrichment at the expense of funds received from paid education of students and subsidies from the federal budget." The real estate objects listed in the case file, as the court established, were built with budget funds and always belonged to federal property.
As a result, according to the Kommersant newspaper, the court decided to transfer to the state a complex of buildings at the addresses: St. Petersburg, ul. Fuchika, d. 15, as well as in the village of Olgino, st. Khvoynaya, d. 13-15. This, in particular, is a hostel for 1.2 thousand places, an educational building with an area of 46.4 thousand square meters, four buildings, a garage, a transformer substation and a boiler room. Zapesotsky was removed from office by a court decision. The powers of the rector of the university are temporarily entrusted to the director of the St. Petersburg Technical School of Industry Technologies, Finance and Law Yevgeny Lubashev.[1]
Seizure of property
The Arbitration Court of St. Petersburg and the Leningrad Region accepted for consideration the claim of the Prosecutor General's Office to claim the property of the St. Petersburg Humanitarian University of Trade Unions (SPbGUP) from illegal possession and arrested eight real estate objects - a hostel of the university and the construction of a gymnasium in Olgino. Judicial acts appeared in the electronic file cabinet in September 2025. The position of the department is based on the fact that real estate objects initially belonged to state property and should now be returned to the state, and the rector of the university, Alexander Zapesotsky, "has been using it for decades for personal enrichment at the expense of funds received from paid education of students and subsidies from the federal budget."[2]
