The predecessor of archive can be considered the Perm scientific archive commission which integrated local fans of antiquities which on a voluntary basis was engaged in selection of documents of different provincial organizations for permanent storage, drawing up inventories and other archive work, including also the publication of the most important documents. The commission was created in 1888, approved officially one year later, the famous territorial figure, the doctor and the fan of the history Vasily Nikiforovich Shishonko became its first chairman, and the secretary - the professional historian Alexander Alekseyevich Dmitriyev, the author of the multivolume "Perm old times" and more than hundreds of printing works on the history of Perm Krai.
