State directorate of the target scientific and technical program

Public institution "State directorate of the target scientific and technical program" (further hereinafter is referred to — Directorate) is created according to the order of the Ministry of Science and Technology of the Russian Federation of October 26, 1998 No. 197 "About creation of Directorate of the federal target scientific and technical program "Research and Development in the Priority Directions of Development of Science and Technology of Civil Appointment". The first name — public institution "State Directorate of the target scientific and technical program" of the Ministry of Science and Technology of the Russian Federation. By the order of the Federal agency on science and innovations of March 31, 2005 No. 59 it is renamed into public institution "State directorate of the target scientific and technical program".

According to the order of the Government of the Russian Federation of December 31, 2004 the No. 1749-r Directorate was under authority of the Federal agency on science and innovations before its abolition on the basis of the Decree of the President of the Russian Federation of March 04, 2010 No. 271 "Questions of the Ministry of Education and Science of the Russian Federation". According to the order of the Government of the Russian Federation of April 13, 2010 the No. 543-r Directorate it is carried to maintaining the Ministry of Education and Science of the Russian Federation (further — the Ministry of Education and Science of the Russian Federation).

The purposes of activity of Directorate is operational management of implementation of the federal target program "Research and Development in the Priority Directions of Development of a Scientific and Technology Complex of Russia for 2007 — 2013" (further — the FTP for 2007 — 2013) and accomplishment of functions of directorate at implementation of the current management of implementation of the federal target program "Development of Infrastructure of Nanotech Industry in the Russian Federation for 2008 — 2011" (further — the FTP for 2008 — 2011), further together hereinafter are referred to — Programs.

The directorate performs the following basic functions of operational management of implementation of the FTP for 2007 — 2013:

• collects and systematizes statistical and analytical information on implementation of the FTP for 2007 — 2013;

• will organize at the request of the state customers of the FTP for 2007 — 2013 examination of projects at all stages of implementation of the FTP for 2007 — 2013;

• will organize independent assessment of indicators of effectiveness and efficiency of actions of the FTP for 2007 — 2013, their compliances to target indicators and indicators;

• implements and provides application of information technologies for the purpose of management of implementation of the FTP for 2007 — 2013 and control of the course of actions of the FTP for 2007 — 2013, information support of the specialized website on the Internet.

The directorate performs the following basic functions of the current management of implementation of the FTP for 2008 — 2011:

• collects and systematizes statistical and analytical information on implementation of the FTP for 2008 — 2011;

• will organize at the request of the state customers of the FTP for 2008 — 2011 examination of projects at all stages of implementation of the FTP for 2008 — 2011;

• will organize independent assessment of indicators of effectiveness and efficiency of actions of the FTP for 2008 — 2011, their compliances to target indicators and indicators;

• implements information technologies and provides their application for the purpose of management of implementation of the FTP for 2008 — 2011 and control of the course of actions of the FTP for 2008 — 2011, information support of the specialized website on the Internet;

• prepares and submits to the state customer coordinator of the FTP for 2008 — 2011 the draft of the report on the course and results of implementation of the FTP for 2008 — 2011.

The directorate performs the following types of activity:

• The organization and accomplishment of research and development and also order placement on creation of the scientific and technical products necessary for implementation of functions;

• The organization of conducting preliminary expert examination of requests for formation of subject and the amounts of financing of works and projects within Programs, independent examination of applications for participation in the competitions held within Programs, independent examination of quality of the received results within the actions of Programs;

• Implementation of technical and organizational support of activity of the Ministry of Education and Science of the Russian Federation when implementing actions of Programs;

• Consideration of business plans, the feasibility statement, design estimates and other work materials on implementation of Programs and participation in drawing up the conclusion on them;

• Development of offers on attraction of extrabudgetary funds for implementation of Programs, preparation of the corresponding draft agreements (agreements) and their approval of the state customers;

• Ensuring information maintenance of activity of the state customers and bodies of a management system for Programs using information technologies, including maintaining databases;

• Assistance to the state customers in development and implementation of mechanisms of implementation of Programs;

• Information and analytical ensuring acceptance of management and financial and economic decisions according to Programs and monitoring of the course of accomplishment of Programs;

• Rendering at the request of the Ministry of Education and Science of the Russian Federation of consulting and other services, organizational and methodical support when implementing Programs;

• Preparation of suggestions for improvement of the regulatory legal acts necessary for program implementation;

• The organization of release and distribution thematic and periodicals, including electronically, including official information and reflecting the program implementation course;

• Rendering assistance to the state customers in holding actions for efficiency evaluation of implementation of Programs;

• Implementation information and organizational equipment of preparation of drafts of reports and reports on program implementation course;

• Ensuring document storage according to Programs for program implementation and preparation on their basis of information materials.
