The state housing inspectorate of the Nizhny Novgorod Region (further – the State Housing Inspectorate) was formed on the basis of the resolution of Administration of the Nizhny Novgorod Region of 3/23/1999 No. 69 "About formation of the state housing inspectorate of the Nizhny Novgorod Region", the Russian President accepted in pursuance of the Decree of 4/28/1997 No. 425 "About reform of housing and communal services in the Russian Federation" and Orders of the Government of the Russian Federation of 9/26/1994 No. 1086 "About the state housing inspectorate in the Russian Federation". Originally the State Housing Inspectorate was structural division of Administration of the Nizhny Novgorod Region as department.
In 2001, on the basis of item 1.5. The regulations on the Ministry of Construction and Housing and Communal Services of the Nizhny Novgorod Region approved by the government decree of the Nizhny Novgorod Region of 12/18/2001 No. 53, the Ministry of Construction and Housing and Communal Services became the legal successor of structural divisions of Administration of the Nizhny Novgorod Region including the State Housing Inspectorate. According to the Decree of the Governor of the Nizhny Novgorod Region of 10/31/2003 No. 62 the State Housing Inspectorate is carried to "other executive authorities".
Now the State Housing Inspectorate is independent executive authority of the Nizhny Novgorod Region and has ten departments in the structure: Kstovo, Dzerzhinsk, Arzamas, Urensky, Sergachsky, Vyksa, Borsky, Gorodetsky, Nizhny Novgorod over the river and Nizhny Novgorod mountain departments which control the maintenance of housing stock in the territory of all municipal entities of the Nizhny Novgorod Region.
