2024: Opening of personal accounts and charging taxes to hundreds of dead due to failed digitalization
Serious violations have been identified in the tax system of Kyrgyzstan - more than 200 dead citizens are listed as tax payers, and personal accounts have been opened in their names, Jogorku Kenesh deputy Akbokon Tashtanbekov said at a parliamentary meeting on December 11, 2024.
According to Tazabek, the Ministry of Digital Development of Kyrgyzstan has created two interdepartmental working groups to investigate this situation. They will include representatives of law enforcement agencies, the Archival Service, the Tax Service and local governments.
Deputy Akbokon Tashtanbekov appealed to the Minister of Digital Development Nuria Kutnaeva with the question of how it turned out to be possible that citizens who died ten years ago are listed in the system as acting taxpayers. At the same time, the parliamentarian noted that out of 200 requested documents, the ministry provided information on only two cases.
The Ministry of Digital Development of Kyrgyzstan invited deputy Tashtanbekov to take part in the work of the created groups. The agency assured that all requests will be considered in accordance with the current legislation, and the work will be carried out as transparently as possible.
In 2024, the integration of the databases of the Tax Service with the automated information system "Registry Office" of the Ministry of Digital Development was completed. The new system should ensure the timely recording of the facts of the death of citizens and the transfer of this information to other state bodies.
The MP also accused the ministry of violating constitutional law by failing to provide full information on request within three months. According to him, the department provided data only on the MIF Ak-Kuduksky manager and adviser Bakyt Torobaev, while misleading law enforcement agencies and destroying documents.[1]
