In Khakassia, a case of negligence was opened during the acceptance of the radiological building of the dispensary

On July 18, 2022, it became known about the initiation of a second criminal case related to the construction of the radiological building of the Republican Clinical Oncology Dispensary in Khakassia. Now the investigation establishes the person responsible for the acceptance of works.

According to the prosecutor's office of the Republic of Khakassia, it checked the implementation of legislation on the contract system in the field of meeting state and municipal needs in the implementation of the national project "Healthcare."

Radiological building of the dispensary in Khakassia

It was established that in July 2019, the state government institution of the Republic of Khakassia "Capital Construction Department" signed a state contract with Sinodekor LLC for the construction of a radiological building on the basis of the Republican Clinical Oncological Dispensary RH with a total value of more than 300 million rubles with a deadline of up to 22.12.2021.

When the contractor performs the work, the construction materials are replaced by cheaper ones. However, the certificate of acceptance of the works performed by the contractor's representative includes deliberately inaccurate information about the work performed in full in accordance with the design documentation. The total amount of illegal expenses when paying for these works amounted to 1.9 million rubles.

The materials of the check were sent by the city prosecutor's office to the investigative body to resolve the issue of criminal prosecution. Based on the results of their consideration, a criminal case was initiated under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (non-fulfillment or improper performance by an official of his duties due to unfair or negligent attitude to the service or duties in office, if this entailed a significant violation of the rights and legitimate interests of citizens or organizations or the interests of the company or state protected by law). ^[1]

In Khakassia, a case was opened on fraud during the construction of the building of the oncological dispensary for 1 billion rubles

On May 12, 2022, the Prosecutor's Office of the Republic of Khakassia announced the initiation of a criminal case on fraud during the construction of the Republican Clinical Oncological Dispensary in Abakan within the framework of the national project "Healthcare."

According to the investigation, in July 2019, a state contract was concluded with Sinodekor for the construction of the Radiological Building facility on the basis of the Republican Clinical Oncological Dispensary. The contract value amounted to 352.5 million rubles. The contractor had to complete all work at the facility by December 22, 2021.

According to the prosecutor's office, when performing work by the contractor, the paving slabs provided for by the estimate were replaced by a cheaper analogue, the height of the planted spruce did not meet the declared technical requirements, instead of 4 road laws, only 2 were established.

At the same time, the contractor's representative included deliberately inaccurate information on the full performance of work in accordance with the project documentation in the amount of more than 1.9 million rubles.

The prosecutor's office sent the inspection materials to the investigating authorities to resolve the issue of criminal prosecution. Based on the results of their consideration, a criminal case was initiated on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale).

The construction of the radiological building at the oncology dispensary was announced in 2019. In February 2022, the Minister of Health of the Republic of Khakassia Oleg Ananyevsky claimed that the building was completed and permission had already been received for commissioning. The cost of the facility amounted to more than 1 billion rubles, of which 615.6 million rubles went to the purchase of medical equipment.^[2]
