2024: The court recovered 1.1 billion rubles from the ex-owner Dmitry Rubinov

2022: Alleged bank owner Dmitry Rubinov wanted
In July 2022, a member of the Forbes list in Israel Dmitry Rubinov, a former top manager of the Central Bank, and then the beneficiary of a number of bankrupt banks, from which tens of billions of rubles were withdrawn, was put on the international wanted list. Rubinov was charged not only with fraud, but also with organizing kidnapping and extortion.
The defendant himself lives in Israel. Until 2011, Rubinov worked as deputy head of the banking regulation and supervision department at the Central Bank. Rubinov was credited with owning Strategy Banks, PIR Bank, Tempbank, Taatta Bank, NKB Bank. Tens of billions were stolen from them.
According to investigators, the withdrawn assets of Taatta Bank were transferred to a certain Maxim Pivovarov. To convince him to return the asset, Dmitry Rubinov organized a group in 2020. During a meeting in the area of the Park Kultury metro station, several people, posing as police officers and demonstrating the covers of the IDs of the Ministry of Internal Affairs purchased in the crossing, told Pivovarov that he should rewrite the assets to the person they specified. Otherwise, he was threatened with criminal proceedings. Despite the fact that Maxim Pivovarov immediately agreed to the conditions put forward, the extortionists decided to insure themselves by taking his wife and two-year-old daughter hostage. Two direct curators of this operation, with whom, according to the investigation, the ex-banker communicated, managed to hide in Turkey.

Vostochny Bank pays refunds to Taatta customers
On July 19, 2018, Vostochny Bank, acting on behalf of the Deposit Insurance Agency (DIA) as an agent bank, began accepting applications and paying insurance compensation to depositors of Taatta Bank. Payment of compensation is carried out on deposits (accounts) of individuals, except for those that were opened for entrepreneurial activity.
On July 26, 2018, Vostochny Bank announced the payment of insurance compensation to all depositors of Taatta Bank entered in the register. At the same time, one third of the depositors of Taata Bank took advantage of the offer of Vostochny Bank and entered into a new deposit agreement with it.
Vostochny Bank was authorized to make payments to a group of depositors whose surnames began with the letter "P" and ended with the letter "I." Compensation was paid in all regions, except for the Republic of Crimea, the city of federal significance of Sevastopol and the city of Uyar, Krasnoyarsk Territory.
Refunds on deposits were paid to customers in the amount of 100 percent of the amount of all its deposits (accounts) with the bank as of the date of the occurrence of the insured event, including interest, but in the aggregate no more than 1.4 million rubles.
For a bank account (deposit) in foreign currency, insurance compensation was calculated in rubles at the exchange rate of the Bank of Russia as of the date of revocation of the license from Taatta JSC Bank - July 5, 2018.
License Revocation
On July 5, 2018, the Bank of Russia revoked the banking license from the Yakut bank Taatta.
Taatta Bank is a small regional bank registered in Yakutsk in terms of assets. The main activity was carried out in Yakutia. The bank had branches in Primorsky, Krasnoyarsk Territories, Moscow, Rostov Region, Crimea and Khakassia.
According to the Central Bank, the bank's use of a risky business model led to the formation of a significant amount of low-quality assets on the balance sheet. In addition, a significant decrease in the size of the bank's own funds was revealed, as well as the presence in its activities of the basis for the implementation of measures to prevent bankruptcy[1].
In accordance with the order of the Bank of Russia, a temporary administration has been appointed in the credit institution until the appointment of a bankruptcy trustee or liquidator. The powers of the executive bodies of the credit institution have been suspended.
Taatta Bank was a member of the Association of Russian Banks, the National Stock Association. Since 2004, he has been a member of the compulsory deposit insurance system.
Taatta Bank provided its clients with the full range of banking services. These are settlement and cash services, collection, registration of passports of foreign trade transactions, conversion operations, any form of international settlements, operations with securities, issue and maintenance of plastic cards, placement of funds of enterprises and individuals, a wide range of credit services for legal entities.
Launch of Internet bank IQBank

In early 2018, Taatta Bank launched the Internet bank IQBank. IQBank operates under Bank of Russia General License No. 1249 of 24.09.2015.
The project positions itself as a "virtual bank for adults," betting that even an age audience will easily understand the intuitive web interface and banking products and services offered.
