TM Forum (TeleManagement Forum)

TM Forum (TeleManagement Forum) is an international organization that deals with the development and optimization of the business of telecom operators, the standardization of the management of new generation communication networks and the construction of new generation OSS/BSS of systems.


TM Forum was founded in 1988 as OSI/Network Management Forum. The goal of the organization was to speed up access to interacting network management products and assist operators in solving the problems of improving efficiency in the context of the transition to the NGN standard.

The founders of the company on the part of operators included companies such as AT&T and British Telecom, Verizon, Vodafone, China Mobile Communications on the part of equipment suppliers - Northern Telecom and Hewlett-Packard.

In
2012, Rostelecom became part of the international non-profit organization TeleManagement Forum (TM Forum), which unites 775 companies from 195 countries. According to Mikhail Magrilov, Vice President of Rostelecom for Strategy and Operational Efficiency, "one of the main reasons for the company's strategic partnership with TeleManagement Forum is the possibility of using the best world practices and international standards of the telecommunications industry, including participation in their development based on our experience in implementing telecom projects of a wide variety of levels and scales." Rostelecom is a permanent member of the International Telecommunication Union (ITU) and is a member of the Council of Telecommunications Operators of the Regional Commonwealth in the Field of Communications (PCC).
In
2012, Asteros Labs, a resident of the Skolkovo Foundation, became part of the TM Forum, and then put forward for certification its flagship product Asteros Business Contact.Telecom, created with the assistance of the Skolkovo Foundation. The product is designed to automate business processes in contact centers and sales offices of telecommunications companies.
In
January 2015, Bell Integrator, a Russian system integrator, announced its entry into the international professional association TM Forum, whose main activity is to assist member organizations in making the most of the new capabilities of infocommunication technologies. Membership in the TM Forum association will allow Bell Integrator to contribute to the development of international methodologies and standards in terms of automating the business processes of telecom operators and building OSS/BSS of systems. Bell Integrator also plans to use the world's best practices for the implementation of promising IT solutions in telecommunications companies in Russia and abroad.

Using the TM Forum methodology and standards allows the operator to improve business efficiency by optimizing business processes, as well as transition to a more efficient IT architecture, develop and implement a unified information model in the company that will simplify interaction with information system suppliers and facilitate integration with existing systems.

By the beginning of 1989, the first specification of the OSI/NM Forum Protocol was approved, and by 1990, the organization already included 85 companies from 13 countries.

With the development of technologies and business processes, the TM Forum also progressed, which brought together almost all of the world's telecommunications companies - telecom operators, service providers, system integrators, hardware and software suppliers.

TM Forum has more than 700 companies from 75 countries, manages the most important OSS/BSS conferences and exhibitions.

The TM Forum offers a way to create an "optimal" operator (Lean operator) through business process and system transformation standards. The "optimal" operator means the efficiency of the company, customer orientation, flexibility of business restructuring under market conditions.

Key areas of research and development of the TM Forum:

  • NGOSS ( New Generation Operations Systems and Software) concept development - the main initiative of TM Forum to simplify and standardize the processes for defining, developing and implementing OSS/BSS systems in the telecommunications industry

TM Forum methodologies and developments are a concentration of practical experience of the telecommunications industry in terms of business management, and their application guarantees the operator success in achieving the goal. Catalyst TM Forum accelerators pilot projects run methodologies using typical services and solutions OSS/BSS of global manufacturers based on leading telecommunications operators.

TM Forum actively interacts with leading industry standardizing organizations, for example, the International Telecommunication Union (ITU). So eVolume version 7.0 was adopted by ITU-T in the form of recommendations M. 3050, SID - in the form of recommendations M.3190.

TM Forum is building ties with other industry forums. So in 2006, the OSS through Java Initiative (OSS through Java Initiative) organization became part of the TM Forum. As a TM Forum program, it implements interfaces based on NGOSS standards (OSS/J APIs) and creates principles for the development of OSS components. OSS/J technologies provide the foundation for quickly combining existing and new applications at the lowest cost. The OSS/J API is based on Java EE technology. It is compatible with other technologies, in particular, it provides support for CORBA and Web services.

TM Forum provides a unique opportunity to participate in the development of standards for the telecommunications industry, the exchange of experience, ideas with specialists around the world, both technical and in the field of management.
