2025: The beginning of the construction of a resort in Crimea

The developer company has begun construction of a large-scale resort cluster "Tempo" in the city of Saki on the western coast of Crimea. The total investment in the project will amount to ₽11,8 billion. Construction work officially started on March 19, 2025 with the ceremony of laying a time capsule into the foundation of one of the buildings.

According to RIA Novosti, at the construction site of the future cluster, the Minister of Housing Policy and State Construction Supervision of the Republic of Crimea Nikita Tarasov, representatives of the developer and designer symbolically laid a capsule with a message to future residents and poured the first cubic meter of concrete.

The construction of the Tempo resort worth 11.8 billion rubles has started in Crimea

The resort cluster on the sea coast will be four buildings with 1,044 business class apartments, a hotel complex, a medical center with a mud bath and a spa area. The project also provides for the construction of outdoor and indoor tennis courts, parking for 295 cars and a shopping center. The total area of ​ ​ the complex will be more than 14 hectares.

Infrastructure facilities for sports and recreation, a children's center and safe play spaces, a landscape park and other facilities necessary for a comfortable rest will appear on the closed landscaped area.

The exact amount of capital investments planned within the framework of the investment project is ₽11,563 billion. The completion of construction is scheduled for the first quarter of 2028.

The Minister of Housing Policy and State Construction Supervision of the Republic of Crimea Nikita Tarasov said that the region is developing at a high pace. According to him, the urban planning potential of Crimea until 2036 is 25 million square meters. m of real estate, of which 7 million square meters. m falls on residential development. He noted that priority is given to objects of resort and tourist significance, and the implementation of the new project will intensify the development of the urban planning potential of the republic.

He also noted that the implementation of the project will attract additional investments in Crimea, improve the tourist attractiveness of the region and give an additional impetus to the development of social infrastructure.[1]

Sberbank opened a credit line to the Specialized Developer Saki for 11.5 billion rubles until 2028 for the construction of 4 buildings of the Tempo apartment complex. The facility is being built on an area of ​ ​ 14 hectares on the first coastline of the unique Black Sea city of Saki, commissioning is planned in the 1st quarter of 2028. Financing is carried out using the escrow mechanism.

The TEMPO complex provides a wide range of planning solutions for apartments and view penthouses. The area of ​ ​ the apartments will be from 22.3 m ² to 128 m ² excluding summer premises.

At the same time, advanced solutions will be implemented in the complex: there is a barrier-free environment, a closed private courtyard without cars, extensive sports and children's infrastructure - sports and playgrounds for children of different ages, a landscape park, a dry fountain, 3 pools, as well as a hotel on the territory of which there will be a health center with various spa services. Special attention should be paid to the landscaped sea embankment and its own equipped beach. "

It is planned to introduce a smart home system and silent high-speed elevators. Security is planned to be provided by video surveillance and home access control systems, contactless intercoms, as well as complete control of water leaks and fire safety.

Particular attention is paid to the "green agenda": the complex has high energy efficiency A++, allows you to track power consumption and launch scenario control of electrical devices.
