The perinatal center in Gatchina

As of November, 2018 the perinatal center in Gatchina is in operation. Earlier start of a complex in October, 2018 was planned.

It is supposed that will be the round-the-clock hospital on 130 beds a part of the perinatal center, delivery room, intensive care unit for women on 6 beds and department for newborn and premature children on 12 beds and also consulting and diagnostic department, department of auxiliary reproductive technologies (EKO) and department of medico-genetic consultation.^[1]

History

2018: Opening of the center

On November 1, 2018 the perinatal center in Gatchina which was an unfinished construction opened. Investments into the project made 2.8 billion rubles that for 300 million rubles it is more, than was planned initially.

In medical institution modern medical technologies of nursing of newborns with low and extreme and low body weight are applied. The MRT-scanner, devices of ventilation of lungs, etc. are installed. The center for 60% is equipped with the iatrotechnics of the Russian production of Schwabe holding (enters into Rostec).

In the perinatal center, in addition to a hospital,  the delivery room, intensive care unit on 6 places, consulting and diagnostic department, department of auxiliary reproductive technologies (EKO) and medico-genetic consultation are provided. The 12-seater intensive care unit of newborn and premature children weighing from 500 grams is provided in a complex.

The nine-floor building is expected 130 beds and consulting and diagnostic department on 150 visits per shift includes. In total in the perinatal center 11 departments will open.

Construction of the perinatal center went not without difficulties, but results exceeded all expectations. Center today the most modern and hi-tech medical object — the press service of the Leningrad Region quotes the governor of the region  Alexander Drozdenko.

The perinatal center was under construction in Gatchina since 2014 and had to be handed over at the end of 2016, however the date of delivery was repeatedly postponed. 

The center is constructed according to the program of development of the perinatal centers in territorial subjects of the Russian Federation directed to creation of conditions for rendering available and high-quality medical care to mothers and children and also to decrease in maternal and infantile death rate. The new center is a part of the Gatchina clinical interdistrict hospital.^[2] 

2017: Dopfinansirovany constructions in the amount of 200 million rubles

The Rostec State Corporation announced on September 21, 2017 selection of nearly 200 million rubles in addition on construction of the perinatal center in the city of Gatchina of the Leningrad Region. Besides, on the building site the number working is doubled to accelerate commissioning of the object.

As of September, 2017, over 400 specialists are involved in construction works on an object. It is planned that within the coming month the number of working will grow to 500 people. At the same time the end of all construction works and opening of the center is planned for December, 2017.

Object is large-scale, difficult in terms of the engineering systems and equipment. During construction we faced unfair approach from the contractor, the facts of deception and forgery that significantly complicated our work. Now we deal with it in courts, directed the application to law enforcement agencies. In parallel we do everything to complete the works in time. Replaced contract organization, at the expense of own resources we co-finance an object, the number of specialists on a building site considerably increased. We work in dense interaction with administration of the Leningrad Region, the loudspeaker positive, every week the situation improves — the deputy CEO of State Corporation Rostec Nikolay Volobuyev told.

Program of the Russian Ministry of Health

The perinatal center in Gatchina — one of 15 objects which the State Corporation Rostec builds within the program Ministry of Health Russia for development of network of the perinatal centers in regions of Russia. Rostec is defined by the customer of design, construction, equipping and commissioning. Financing of the program is performed at the expense of means of regional budgets and federal Fund of compulsory health insurance (Federal Compulsory Health Insurance Fund).

As of September, 2017, the centers in Ufa, Orenburg, Bryansk, Makhachkala and Nazran are already put into operation. In the nearest future delivery of the centers in Penza and Yakutia is expected.

The Rostec corporation made the decision on additional selection of 1.7 billion rubles of own anti-recessionary fund on completion of works in 5 regions where construction faced an insufficient funding problem. In addition to Gatchina, in the list of problem objects — the centers in Petrozavodsk, Tambov, Ulyanovsk, Penza.
