2025: Construction Begins
The Three Volcanoes Park resort To Kamchatka will be built with an investment of ₽21 billion. This became known in March 2025. The project is being carried out by the investment company Interros"," which is starting the construction of a tourist complex. According to calculations, in the first ten years of its work, revenues to budgets of all levels will exceed ₽21 billion.
According to Vedomosti, preparatory work on the project by March 2025 is already underway, and in 2024 the laying of a new 32 km road, built at the expense of the Russian Ministry of Construction, was completed. The resort will be located several tens of kilometers from Petropavlovsk-Kamchatsky, near the volcanoes Vilyuchinsky, Mutnovsky and Gorely.

The project is being implemented with the support of the Туризм.РФ Corporation within the framework of the national project "Tourism and Hospitality Industry." Alexander Safonov, director of the Interros tourism and development projects department, stressed that for investors Three Volcanoes is not just another tourist construction site, but a place that will reflect the unique nature of the region, where each element is thought out in such a way as to organically fit into the landscape and emphasize its natural beauty.
The main task of the complex is to create a tourist territory combining ski and mountain tourism on the basis of the main attractions of the Kamchatka Territory. The heart of the park will be the Sopka Hot resort, which will be located 80 km from Elizovo airport and will provide opportunities for year-round tourism.
The project provides for the integrated development of the territory, including the creation of more than 100 km of roads and driveways, the formation of energy, water supply and sanitation systems, as well as the development of transport and engineering infrastructure. It is planned to build a complex of low-rise hotels in the category of 3-5 stars, restaurants, shops, 30 km of ski slopes, 3 cable cars, a geothermal lagoon, a conference center and a museum at the resort, as well as organize walking routes.[1]
