2025: Launch of a plant in the Moscow region for ₽2 billion for the production of plumbing equipment

An enterprise for the production of plumbing installations of hidden installation and bearing profile systems has opened in the city of Balashikha, Moscow Region. Time has invested ₽2 billion in the project. This was reported by the Ministry of Investment, Industry and Science of the Moscow Region on November 21, 2025.

The company has built a production and warehouse complex with a total area of ​ ​ more than 20 thousand square meters. m. The project was implemented on a land plot, which was leased to the investor on preferential terms. The new enterprise will create 200 jobs.

After reaching the design capacity, the plant will be able to produce 120 thousand units of products per year. Deputy Prime Minister - Minister of Investment, Industry and Science of the Moscow Region Ekaterina Zinovieva noted that the company will produce plumbing installations and bearing specialized systems on the built production facilities.

The plant's products will be produced under the RIVO Systems brand. The equipment is used in the implementation of repair projects in apartments and private houses. Plumbing installations are used when installing new building systems or replacing old ones.

Speaker of the Moscow Regional Duma Igor Bryntsalov noted that the Moscow Region Parliament, together with the regional government, is working to implement such projects. According to Igor Bryntsalov, new support measures are being expanded and introduced for this. Subsidies and benefits are allocated to businesses, special services work for convenience.

Igor Bryntsalov said that the Moscow region ranks third in terms of industrial production and second in terms of attracted investments. Projects with an investment volume of ₽3 trillion are accompanied by the government of the Moscow region. Igor Bryntsalov stressed that the three-year budget lays the necessary funding for the state program "Entrepreneurship of the Moscow Region." In 2026, it is planned to allocate about ₽17 billion to the program.^[1]

The Time company began building a plant for the production of installation systems for plumbing in Balashikha near Moscow. This was announced by the press service of the Ministry of Investment, Industry and Science of the Moscow Region on December 14, 2023.

For the production complex, the Moscow Region authorities allocated a plot of 3 hectares under the Earth for 1 Ruble program. The volume of investments in the project will amount to 1.3 billion rubles. It is planned to launch the enterprise in 2025, more than 200 jobs will be created there, said Ekaterina Zinovieva, Deputy Prime Minister - Minister of Investments, Industry and Science of the Moscow Region.

Under the Land for 1 Ruble program, enterprises that establish the production of import-substituting products can lease a land plot for only a ruble per year. These conditions are valid for three years. If the enterprise is successfully launched, the investor gets the opportunity to buy out the plot "under the plant" for only 15% of its cadastral value.

According to Mikhail Ivlev, General Director of Time LLC, plumbing installations will be manufactured at the new plant - an effective concealed installation engineering solution for installing various plumbing equipment. Upon reaching full capacity, production will be able to produce more than 100 thousand units of these import-substituting products annually, he stressed.^[2]
