History

2025: FTS begins network liquidation procedure

On February 3, 2025, the Federal Tax Service of Russia (FTS) decided to begin the liquidation of the Invest Standard holding. He owns part of the retail outlets of one of the largest chains of grocery stores in Russia "Traffic Light."

According to Forbes, Invest Standard is the founder of a number of legal entities, including Torgservice 150, Torgservice 50, Rapture 76 and Torgservice 78, which operate Traffic Lights stores in different regions. At the same time, Invest Standard itself owns Traffic Lights stores in the Central and North-Western Federal Districts of Russia.

At the end of October 2024, the founders of the Invest Standard holding tried to change the address in the documents by submitting an application to the Federal Tax Service. At the same time, State Duma deputies, together with the Federal Antimonopoly Service (FAS), appealed to the prosecutor's office with a request to check the traffic lights stores. It was alleged that the retail chain violates trade law and sanitary and hygienic standards, and also practices tough methods of working with suppliers. Rospotrebnadzor, which conducted inspections, according to the Vedomosti newspaper, found insect networks, garbage and expired goods in retail premises, and also revealed violations of the rules for storing products. As a result, decisions were made to suspend the work of a number of outlets.

The reason for the liquidation of the Invest Standard holding is the false information about the address that the company indicated when registering. "Invest Standard," judging by the documents, is registered on Naumova Street in Yaroslavl, but the tax inspectors did not find the organization at this address. As Maria Kukla, partner at FTL Advisors law firm, notes, the liquidation of the holding carries financial risks for the business of the retail chain: in particular, problems may arise with obtaining new loans.[1]
