2023: NFT Digital Postage Stamp Launch Approval

On November 22, 2023, the Verkhovna Rada of Ukraine adopted a bill on the launch of digital postage stamps - they will be offered in the form of NFT cryptographic tokens.

The document defines the term "digital postage stamp" new to the law, regulates the use of digital copies of images of stamps, and also determines that such a stamp is an object of fine art, but not a means of payment for the service of sending written correspondence.

The document says that a digital stamp as an object of civil rights defined by individual features cannot be replaced by a similar virtual asset without changing its value and/or essence.

The explanatory note to the law states that with the development of technologies to protect copyright in the image, the introduction of the concept of "digital postage stamp" is required. It is assumed that it is a digital copy of the image of the postage stamp and will not refer to postage signs.

Such NFTs will be produced by the national postal operator Ukrposhta, and the same company will own the rights to the digital image of the postage stamp.

Given the high interest and excitement in Ukrainian postage stamps, their transition to the NFT format is an innovative and necessary step that will give new opportunities for the development and popularization of domestic philately in the digital world, especially among those who are familiar with blockchain technology and cryptocurrency wallets, - commented on the adoption of the bill in Ukrposhta.

As noted by the general director of Ukrposhta Igor Smilyansky, the goal of the new project is to digitalize the work processes in the company. The bill was developed by People's Deputies of Ukraine Yury Kisel and Maxim Zuev.[1]
