UGP of A.K. Aylamazyan — the first non-state university of the small city in Russia. It was created at the initiative of the academician of RAS Evgeny Velikhov and the director of the INFORMATION RETRIEVAL SYSTEM of RAS, professor Alfred Aylamazyan.

Registration

The organization was officially registered on November 26, 1992, and on September 1, 1993 the university opened the doors for students.

Accreditation

In 2002 the university obtained the state accreditation which granted the right to issue to his graduates of diplomas of the state sample. In 2010, after the next accreditation the university began to be called officially Non-state educational institution of higher education Institute of program systems "UGP of A.K. Aylamazyan".

In June, 2015 the rector of the University of the city of Pereslavl of A.K. Aylamazyan (UGP)Sergey Abramov on the page^[1] in Facebook appealed to the public to support by the donations its university which fell into a difficult situation: the budget deficit of the university is 25% at the annual budget in 10 million rubles.

In the address Abramov said that initially founders of university determined by its mission creation of personnel capacity of the hometown. During all the time the university prepared more than 800 graduates whom more than a half did not leave after education anywhere, and remained in Pereslavl. University graduates work practically in all structures of the city, taking key positions as in state institutions, a tic and in the local companies. According to the rector of UGP, during the successful periods about 40-60 graduates of schools a year went to the university, however the situation changed, and in recent years on training annually goes only about 10 people to their university.

Sergey Abramov considers that the main reason of current situation – "the short-sighted policy" of the federal authorities.

"Children from all regions of Russia are broken from native places and "wash away" young brains in very limited number of universities of federal level, thus, leaving regions without intellectual potential, - Sergey Abramov says. - As soon as earned the USE and "letters of happiness" that, having made five photocopies, it will be possible somewhere yes to arrive and leave the hometown appeared, we saw how the federal vacuum cleaner which is sucking away young intelligence and young forces from our city turned on". He washes away two thirds of intellectual potential of our city".

Sergey Abramov notes that universities and in other regions of Russia faced the same problem

At the same time the quality of education in federal universities in the field of IT, with rare exception, leaves much to be desired, Abramov notes. The universities providing much the best education, than the "raspiarenny" federal universities are of regions at the level, he believes. The rector of UGP cites St. Petersburg National Research University of Information Technologies, Optics Mechanics (LIFMO) as an example.

"the Pereslavsky university is a rare opportunity not only to educate the child on the home ground in good conditions, but to educate at the same time the highest level", - Abramov notes.

The minor reason of current situation Abramov calls demographic factor: the number of graduates of schools in the city in general was reduced approximately twice and remains at this level several years.

The rector of UGP noted that for correction of a situation its university takes a number of actions: diversifies the activity and densely works with the local enterprises and the business community of the city connected with the IT industry which are ready to pay education to children and to provide them further employment.
