2019: A fine of 200 thousand rubles for the beam device which killed the patient
On August 5, 2019 the Central district court of Voronezh issued the decree on imposing of a penalty in the amount of 200 thousand rubles on the Voronezh Regional Clinical Oncological Clinic (VRCOC) for death of the patient when holding a session of radiation therapy.
Incident occurred on May 22, 2019. According to preliminary data, during the procedure of radiation therapy an upper part of the gamma and therapeutic device pressed down the 51-year-old patient. The table on which the woman lay sharply went up. Clamped her between a table and the collimator of the device. From traumatized the patient died within several seconds.
On June 25, 2019 Roszdravnadzor published results of the inspection which is carried out at the request of the Minister of Health of the Russian Federation Veronika Skvortsova. It revealed that the Czech device Teragam was not registered in the Russian Federation and at the same time was used for 14 years for treatment of patients.
Department made protocols on administrative offenses. Besides, criminal case under the article "Negligent Homicide owing to Improper Execution by the Person of the Professional Duties" is brought. The medical institution completely admitted the guilt in commission of the given offense after check of Roszdravnadzor.
After accident Roszdravnadzor suspended use of the Teragam installations through the whole country. In VOKOD Teragam stood since 2005, according to the Unified information system in the field of purchases, in 2013-2017 the oncology dispensary spent for maintenance of the device Teragam 1.5-2 million rubles a year.
After state of emergency in oncology dispensary punished three specialists: the doctor-radiologist of the radiological department managing department of radiological department and the deputy chief physician for the radiological and chemotherapeutic help.[1]
