2025: Building a Company

In December 2025, Velsens Limited Liability Company was registered in Moscow, whose activities are related to the provision of medical services. The owner and CEO of the new company was Elizaveta Novozhilova, daughter of the deputy chairman of Promsvyazbank Yuri Novozhilov.

According to Kommersant, PSB deputy chairman Yuri Novozhilov previously served as executive director of the Blagosostoyanie non-state pension fund from 2012 to 2018. Elizaveta Novozhilova, according to open sources, previously did not have her own business.

Kirill Masliev, head of the Department of Preventive Medicine at RUDN University, points out that private investments in medicine correspond to long-term state priorities, and are also supported by a system of tax incentives for this area of ​ ​ activity.

Masliev also notes that the key challenge for new non-core investors in medicine may be the need to form trust on the part of patients. According to him, the success of projects will depend on the quality of management, the involvement of a professional medical team and compliance with industry standards.

Forecasts for the paid healthcare market remain optimistic. According to the audit company Kept, its volume may increase by 15.2% in 2025, reaching 2.32 trillion rubles, and by 2030 - 4.27 trillion rubles. Eqiva CEO Daria Shubina predicts a 13% increase in the turnover of commercial clinics in 2025, to 1.78 trillion rubles, if mandatory health insurance services are not taken into account.

Despite the inflationary nature of growth, the medical sector is showing strong operational performance. Healthcare center revenue grew 21.6% year-on-year between January and November 2025, according to the Clients system.[1]
