2024: Plans to upgrade for $ ₽100 billion

The cost of the Zainskaya GRES modernization project in Tatarstan reached ₽100 billion due to the rise in price of construction materials and equipment. This was announced in October 2024 by the general director of Tatenergo JSC Rauzil Khaziev at a press conference in Kazan. Modernization of the Zainskaya GRES is of strategic importance for the energy security of Tatarstan and neighboring regions. Updating the equipment will increase the efficiency of the plant and reduce its environmental impact.

According to BUSINESS Online, the possibility of installing an Iranian-made Mapna combined-cycle gas turbine at the state district power station is being considered. The choice in favor of Iranian equipment is due to the fact that the use of turbines by Chinese and Indian manufacturers requires permission from American companies to apply their licenses in Russia.

Zainskaya GRES modernize for ₽100 billion

Khaziev noted that Russian manufacturers of combined-cycle gas plants, such as Power Machines and Rostec, cannot yet fully meet the needs of the energy industry in large gas turbines. However, the final decision on the selection of the equipment supplier has not yet been made.

Zainskaya GRES, commissioned in 1971, by October 2024 has an installed capacity of 1180 MW and a thermal capacity of 4092 Gcl/h. Initially, ₽37 billion was allocated for the modernization project of the station, but in 2022 the construction of a new power unit was suspended due to the refusal of General Electric to supply the turbine.

In 2024, Tatenergo JSC plans to submit an application for participation in a new selection of projects for the modernization of thermal power plants. According to Khaziev, the cost of the project at that time was about ₽60 billion.

The Ministry of Energy of Russia is considering various options for resolving the issue with the modernization of the Zainskaya state district power station. This was previously stated by the former Minister of Energy of the Russian Federation Nikolai Shulginov.[1]
