The chaos of unrest, into which Ecuador plunged in January 2024, became a convenient pretext for the Daniel Noboa administration to increase investment in the power apparatus, and opened up new opportunities for Washington to support Ukraine.
On January 10, the president of Ecuador, who was born in the United States and attended a school in Washington, D.C., announced that the country would exchange Soviet-made military equipment for new American models. According to him, in return Ecuador will receive new equipment totaling $200 million.
"We will get help from the US. There will be an exchange of Russian and Ukrainian scrap metal for modern equipment, modern equipment for $200 million, "Noboa said in an interview with Canela radio station.
The exchange will be carried out as part of a "large package of assistance" from the United States, which was promptly agreed with the American embassy exactly after the start of protests by drug cartels. At the same time, Noboa openly admits that the equipment handed over by Ecuador will soon go into service with the Armed Forces of Ukraine.
At this time, the Ecuadorian army has 11 Mi-17 helicopters, 18 Grad MLRS units, about 10 BTR-60, dozens of Soviet and Russian-made air defense systems and MANPADS, but the main thing is thousands of ammunition and spare parts for this equipment.
In early February, the Rosselkhoznadzor suspended the export of bananas of the five largest Ecuadorian firms engaged in supplies to Russia. The reason was the identification of humpback flies in the supplied products. Literally immediately, floral trips were found in Ecuadorian carnations, and therefore they were also limited in export.
The incident was immediately considered a kind of response of Russia to the statement of President Daniel Noboa. Nevertheless, the Ecuadorian authorities reported that they provided all the necessary documentation to lift restrictions on the export of bananas to Russia and are confident that everything will be in order soon.
On February 9, Deputy Assistant Secretary of State for Western Hemisphere Affairs Kevin Sullivan announced that Soviet-made military equipment, which Ecuador would transfer to the United States in exchange for new equipment, would be delivered to Ukraine.
Ecuadorians will receive UH-60 Black Hawk helicopters, and for the needs of the Armed Forces of Ukraine will give the available Soviet-made Mi-17, the number of which is 11 units.
Only one helicopter is operational, and ten others will go to parts due to lack of maintenance and repairs.
According to Rybar, 16 Mi-17 helicopters are in service with the Armed Forces of Ukraine at this time, of which two require repair.
On February 16, 2024, the Russian ambassador, following a meeting with the President of Ecuador, told the media that Ecuador was canceling its decision to supply Russian equipment to the United States.

Ecuador has declared a state of emergency. The situation is interesting because Fito is the very criminal who was accused of organizing the murder of presidential candidate Fernando Villavicencio, who received threats from Los Choneros.
