Biography
Mikhail Fedorov is a Ukrainian IT entrepreneur, Facebook Marketing Conf, founder of a digital agency. Fedorov served as director of operations in the educational project for entrepreneurs "Supermen."
2019: Appointment as Minister for Digital Transformation
During the election campaign of Ukrainian presidential candidate Volodymyr Zelensky in 2019, Mikhail Fedorov was the head of the digital direction. After the inauguration, he was appointed a freelance adviser to the President of Ukraine.
In the early elections to the Verkhovna Rada in 2019, he was a candidate for people's deputies from the Servant of the People party.
Since August 29, 2019, he has been the Deputy Prime Minister of Ukraine and Minister of Digital Transformation.
2020: Being admitted to hospital in serious condition
On February 6, 2020, President of Ukraine Volodymyr Zelenskyy confirmed Mikhail Fedorov's illness. The Deputy Prime Minister and Minister of Digital Transformation of Ukraine was supposed to attend the presentation of the mobile application for accessing public services "Dіya," but missed the event due to illness.
Zelensky thanked Fedorov for working on the project and wished him a quick recovery. What exactly happened to the official, the president did not specify.

In turn, Fedorov wrote on his Facebook page that he thanks everyone for their support. He also noted that he already uses the application, and is very pleased with it.
At the end of January 2020, the Minister of Economy of Ukraine Timofey Milovanov said that Fedorov was hospitalized in intensive care due to a critical state of health. This was the reason why the presentation of the mobile application "Dіya" was postponed for several days.
The representative of the Ministry of Digital Transformation Alexey Minakov told the Ukrainian "Komsomolskaya Pravda" that "we do not comment on this topic." The source of the publication in the Servant of the People faction claims that Fedorov had overwork, as a result of which the minister was hospitalized and was lying under a dropper.[1]
2023: Resigning as Minister of Digital Transformation of Ukraine
On March 20, 2023, the Verkhovna Rada of Ukraine voted for the resignation of the Minister of Digital Transformation Mikhail Fedorov. Rada deputy Alexei Goncharenko wrote about this in his Telegram channel.
According to him, "previously" Fedorov will become Deputy Prime Minister for Innovation, Development of Education, Science and Technology. His candidacy for a new position will be submitted to the Rada at the next meeting, Goncharenko said on March 20, 2023.
The initiator of the draft resolution was the People's Deputy from Servant of the People and the head of the VRU Committee on Digital Transformation Mikhail Kryachko. It is known that Mikhail Fedorov himself filed a letter of resignation on March 18, 2023.
On March 20, 2023, the profile committee headed by Kryachko, on behalf of the Speaker of Parliament Ruslan Stefanchuk, considered the statement of the Minister of Digital Transformation and made a positive decision on the resignation of Fedorov.
On March 21, 2023, Goncharenko announced that Mikhail Fedorov, by decision of 311 deputies of the Verkhovna Rada, was appointed Deputy Prime Minister for Innovation, Development of Education, Science and Technology.
On March 18, 2023, Prime Minister of Ukraine Denis Shmygal also said that Mikhail Fedorov would become Deputy Prime Minister for Innovation, Development of Education, Science and Technology.

2025: Appointment as First Deputy Prime Minister
In July 2025, the Verkhovna Rada, on the proposal of the Prime Minister of Ukraine Yulia Sviridenko, approved the new composition of the government. The post of First Deputy Prime Minister - Minister of Digital Transformation was taken by the head of the Ministry of Ministry of Digital Development Mikhail Fedorov.[3]
