Khoroshavtsev Viktor Gennadievich - President of Bashneft.

Born on February 7, 1953 in the village of Zapolye, Balezinsky district, Udmurt Autonomous Soviet Socialist Republic. In 1976 he graduated from the Izhevsk Mechanical Institute, after which he held senior positions at the enterprises of the oil and gas industry of Udmurtia. In 2000-2003 - Director General of OAO BelKamNeft.

Simultaneously with production activities, he took an active part in the legislative: in March 1995 he was elected to the State Council of the Udmurt Republic of the first convocation, in April 1999 - to the State Council of Udmurtia of the second convocation, in April 2003 - to the State Council of Udmurtia of the third convocation. On April 23, 2003, Viktor Khoroshavtsev was elected a representative in the Federation Council of the Federal Assembly of the Russian Federation from the State Council of the Udmurt Republic.

In 2000, Viktor Khoroshavtsev became chairman of the Udmurt regional branch of the Unity party. From March 2002 to July 2008 he was secretary of the political council of the Udmurt regional branch of the All-Russian political party "United Russia." Since March 2010 - Deputy of the State Assembly - Kurultay of the Republic of Bashkortostan in the Northern single-mandate constituency No. 33.

2025: Wanted list in major fraud case

There are six episodes in the criminal case of the former president of Bashneft and ex-senator of Udmurtia Viktor Khoroshavtsev, the alleged damage is almost ₽9 billion. This was announced in May 2025 by the Main Investigation Department of the Main Directorate of the Ministry of Internal Affairs in Moscow, accusing Khoroshavtsev in absentia of fraud on an especially large scale (part 4 of article 159 of the Criminal Code). He was arrested in absentia by the decision of the Tver District Court of the capital in March 2025. The defense will appeal the arrest in the Moscow City Court. If the decision comes into force, the defendant will be put on the international wanted list through Interpol.^[1]
