Biography

Evgeny Akhmadishin graduated from Moscow Institute of Physics and Technology.

Worked in the companies KPMG and Deloitte where advised the technology companies and also in venture fund Mint Capital the investment director.

2010: Beginning of own business, emergence of the Martin brand

In 2010 Evgeny Akhmadishin decided to be engaged in distribution of the sensors monitoring movements of objects which were made by the large European vendor which did not adjust sales of the devices in Russia yet wrote the Forbes magazine[1]. He assumed that sensors can be delivered for accounting of number of cars on roads and parkings. In partners the entrepreneur called Andrey Sinitsyn with whom he got acquainted in KPMG. Sinitsyn at that time worked in A1 investment company.

The sensors of the European company brought to Russia, by Akhmadishin's recognition, did not meet expectations. He, in particular, found defect in a method of data transmission of the import counters working at the ZigBee protocol.

Having brought together familiar old contacts engineers in MIPT, Akhmadishin remade algorithms of sensors under work with the new wireless LPWAN protocol. The graduate of MIPT Yury Birchenko was one of the main technology partners of Akhmadishin at that stage. In 2011 together with Akhmadishin they founded Intellectual System Traffic company. Later Birchenko created other company - Nwave which is engaged in development of a cloud platform for the intercomputer interaction and IoT-devices using which sensors could exchange data and save battery power.

Akhmadishin with colleagues created own LPWAN option. In 2012 partners released prototypes of counters with LPWAN modem. The solution seemed to them ideal for housing sector - it allowed to take readings from devices far off. Sales of counters of water began summer of 2013 with LPWAN modem under the Martin brand. In 2015 partners also began sales of counters for electricity.

Since 2014 development was conducted within Martin Telematics company which co-founder was Akhmadishin. The same year at the forum "Internet Entrepreneurship in Russia" developers managed to tell about Martin sensors to the president Vladimir Putin. In July, 2014 according to the results of a meeting with participants of a forum Putin signed a number of instructions. Among them there was order to the Government of Moscow to study offers of IIDF on system implementation of remote accounting and systematization of the utility resources given about consumption[2].

2016: Creation of Vaviot company

In 2016 Martin of Telematics it was separated. Disagreements concerning the development strategy between co-founders of the project Andrey Bakumenko and Evgeny Akhmadishin who in the amount possessed 55% of the company, and her CEO Andrey Sinitsyn became the reason of it.

After that Evgeny Akhmadishin headed the project on similar subject of "Vaviot", and Andrey Sinitsyn continued development of solutions under the Martin brand within Modern Radio of Technology (MRT) company.

2017: Arrest

In November, 2017 Evgeny Akhmadishin was arrested by the resolution of Basmanny Court of Moscow on the case of fraud during creation of parking space in Moscow.

Arrest was executed on the same matter, on which the former CEO of Federal State Unitary Enterprise Sveko of FSO of the Russian Federation Oleg Filippov and the director of state governmental agency "Directorate of an Overhaul" (GKU DKR) of the Moscow Department for Major Housing Repairs Alexander Shukyurov were delayed earlier[3].

Akhmadishin was arrested in Moscow, operation was performed by the staff of the Federal Security Service (FSS), reported the TASS agency. In Basmanny Court the Investigative Committee petitioned for his arrest.

Charge of fraud by Part 4 of Article 159 of the Criminal code which provides responsibility for the fraud committed by organized group or in especially large size became the basis for arrest. The maximum punishment which is offered by article — a prison term in ten years and a penalty in the amount of 1 million rubles.

According to the Kommersant newspaper, in 2012 Federal State Unitary Enterprise SVEKO signed the contract for 640 million rubles with the directorate of an overhaul (DO) of Moscow for installation and construction works on arrangement of an intelligent system of monitoring of parking spaces [4]. The Intellectual System Traffic company of Akhmadishin and Birchenko became the contractor of the project. For several years in Moscow about 14 thousand sensors were installed, however as a result authorities of the capital refused a system, Kommersant wrote.

On October 30, 2017 GSU ICR brought criminal case upon embezzlement of the Government of Moscow, and already next day were delayed, and then and the first persons involved in this investigation, including Evgeny Akhmadishin are arrested by Basmanny district court. The ICR could arrest his former business partner Yury Birchenko only in absentia as that emigrated from Russia. Within investigation also detained the former director of structure of the FSO Oleg Filippov with his deputy Galstyan, the head of DKR Alexander Shukyurov and his deputy Konstantin Sysoyev.

In July, 2018 the Kommersant newspaper reported that Oleg Filippov and Eric Galstyan admitted the guilt. Shukyurov and Akhmadishin denied the participation in plunders.

2018

"Martin" departed to founders of Platon, Vaviot - under a wing of developer Coalco

The business on production of Martin sensors created in 2014 by Evgeny Akhmadishin and Andrey Sinitsyn in 2018 passed to creators of the Platon system Igor Rotenberg and Alexander Shipelov [2] (in more detail).

The producer of Vaviot sensors created by Akhmadishin in 2016 (the legal person "Telematic solutions") since September, 2018 for 13% belongs to the CEO of development group of Coalco companies Alexander Kuznetsov, for 87% - the American company "Vaviot Integrated Systems". On the website Coalco "Vaviot" it is specified among key projects in which the development group is engaged.

In October, 2018 by phone specified on the website "Vaviot", the employee of the company told TAdviser that Akhmadishin does not work for them long ago.

Year in the pre-trial detention center

On October 25, 2018 the Moscow City Court satisfied the petition of the investigation for prolongation of term of keeping of Evgeny Akhmadishin under guards. Term was prolonged till January 30, 2019, reported TAdviser in Moscow City Court. Thus, Akhmadishin is nearly a year in custody.

The term of detention often lasts in connection with prolongation of a period of investigation on case. In a case with Akhmadishin's case the termination of a period of investigation was planned for October 30 earlier.

Within a year Evgeny Akhmadishin's protection repeatedly tried to dispute this measure of restraint and to replace it with house arrest or the client's exit on the security. In the appeal resolution of Moscow City Court of January 29, 2018 it is specified that protection offered for Akhmadishin pledge in the amount of 60 million rubles.

The lawyer expressed disagreement with the court order about Akhmadishin's arrest in the petition for appeal, finding it illegal and unreasonable. On a lawyer's opinion, by consideration of the petition of the investigator the court kept from proper studying of the provided materials and came to an unreasonable conclusion that bodies of pretrial investigation on case obtain the sufficient data indicating an event of crime and participation in the investigated Akhmadishin's act.

The lawyer also paid attention that Akhmadishin constantly lives in the territory of the Russian Federation, being her citizen, and his international passport and the passport of the citizen of Romania were withdrawn by the investigator. Among arguments for benefit of release from custody the facts were also given that the client has no property outside the Russian Federation, did not use the foreign bank account.
