Akhmetov Serik Nygmetovich

Serik Nygmetovich Akhmetov is the Kazakhstan statesman, the Doctor of Economics, the prime minister of the Republic of Kazakhstan from September 24, 2012 to April, 2014.

Biography

Was born on June 25, 1958 in the city of Temirtau, the Karaganda region, the Kazakh SSR, the USSR.

In 1985 graduated from the plant technical college at the Karaganda iron and steel works majoring in the metallurgical engineer, in 1993 a postgraduate study of the Russian academy of Management (Moscow) — the Doctor of Economics.

Labor activity of the beginnings in 1975 the turner's pupil, then worked as Karmetkombinat's turner.

From 1976 to 1978 — military service.

In 1978 returns on Karmetkombinat the turner.

1983-1989: Komsomol and Communist Party

Since 1983 it is elected the secretary of committee of Komsomol of plant.

In 1985 it is elected the first secretary of the Temirtau city town committee of LKMSK

Since 1986 — the first secretary of the Karaganda regional committee of Komsomol.

Since 1989 — an otvetorganizator of the Karaganda regional committee of a batch.

From 1990 to 1993 — the graduate student of the Russian academy of management.

In 1993 it is appointed the chief of bureau of marketing, then the head of department of VES (foreign economic relations) of Karmetkombinat.

In 1994 heads Futau joint venture.

In 1995 it is appointed the CEO of the Kazakhstan agro-industrial exchange "Ken Gave", and in 1996 becomes the president of the transformed Central Kazakhstan commodity exchange "Ken Gave".

From 1998 to 2001 — the state inspector of organizational and control department of Administration of the President of the Republic of Kazakhstan.

2001-2003: Akim of the city of Temirtau

From 2001 to 2003 — the akim of the city of Temirtau.

From 2003 to 2004 — the first deputy akim of the city of Astana.

In 2004 — 2005 — the manager of the State inspection of Management of an organizational examination and the HR policy of Administration of the President of the Republic of Kazakhstan.

From 2005 to 2006 — it is appointed the chief executive, then the chairman of the board of the National union of entrepreneurs and employers of Kazakhstan of Atameken.

Since 2006 Akhmetov is a member of political council of a batch of Nur Otan^[1].

2006: Minister of Transport and Communications of Kazakhstan

On September 25, 2006 it is appointed the Minister of Transport and Communications of the Republic of Kazakhstan.

2009

Deputy prime minister of RK

On March 3, 2009 it is appointed the deputy prime minister of the Republic of Kazakhstan.

On August 19, 2009 Kazakhstan Engineering is appointed to the position of the chairman of the board of directors.

Akim of the Karaganda region

On November 19, 2009 the Decree of the President of the Republic of Kazakhstan it is appointed the akim of the Karaganda region.

2012

The first RK deputy prime minister

Since January 20, 2012 — the First Deputy Prime minister of RK.

Opposition with Umirzak Shukeev. Appointment of Kazagro as the chairman of the board of directors

In August, 2012 Serik Akhmetov was appointed the chairman of the board of directors of National holding "Kazagro". Akhmetov displaced from this position of the colleague Umirzak Shukeev Minister of Agriculture Asylzhan Mamytbekov. Kazagro during this period is the director of photography of agricultural programs of the country. It occurred after noisy publicity of unofficial process "Shukeev against Akhmetov".

A week later after certain well-wishers of the first Deputy Prime Minister managed to bare a double game which was played against him by the head of Samruk-Kazyna fund Umirzak Shukeev, in particular, on the fertile Niva of the Ministry of Agriculture and JSC Kazagro, the situation in Astana cardinally changed. Till this moment Akhmetov half a year could not receive the portfolio of the chairman of the board of directors of holding put to it on the status for that simple reason that the chair was providently "taken" by the shukeevsky protege Asylzhan Mamytbekov. Let's remind that according to our sources, this castling beforehand was made with the purpose not to allow and neutralize the main political competitor of the chairman of Female on occupation of the place of the head of the government Serik Akhmetov on approaches to control over all agrarian sector of the republic. Besides allegedly performed conceived Umirzak Estayevich's tribespeople privately, nearly on New Year's Eve on the eve of 2012 when the message about fast political comeback of Akhmetov in the government reached ears of his opponents^[2].

However there was enough only one information "emission" with indication of for an explicit distortion in relationship of the first deputy chairman of the government and the Minister of Agriculture (up to this point the Deputy Prime Minister Akhmetov was only a rank-and-file member of SD "Kazagro") as Umirzak Shukeev's positions considerably weakened. Now everything rises on the places: Mamytbekov loses a portfolio of main "ringleader" in the largest agricultural holding while Akhmetov purchases it.

Also the fact that obvious gain of influence of the new executive director of JSC Kazagro of Serik Akhmetov is integrated also to consecutive demoralization of group of the "southerners" controlling the Ministry of Agriculture together with the secret cartridge from Samruk Umirzak Shukeev is important. The matter is that these days in Astana impressive process still invisible to wide audience on an output of the "grain" ministry from under jurisdiction of the famous political group gains steam. In particular, financial police officers of the chairman ABEKP RK of Rasheed Tusupbekov started working. After within several years the Ministry of Agriculture was smoothed out and sharpened under Umirzak Shukeev and his command hands of the former head of financial police Kayrat Kozhamzharov who squeezed out through initiation of legal proceedings old school of the business executives belonging to a figure of the akim of Almaty Akhmetzhan Esimov in the richest department formed a staff shortage of professionals in the field of agriculture. Besides, as it becomes clear in the capital now where earlier Akhmetzhan Smagulovich's people worked, the amounts of shortages, not masterings and corruption sins were minimum and ridiculous, however, despite of all "hlipkost" of criminal cases against Esimov's team, most of his colleagues jailed or hung up "wolf tickets" in the form of criminal records.

In this situation the financial police (in its new version) already began to untwist and shake grouping of "southerners" on the agricultural direction. Already the first arrests which still publicly it is not announced whereas concerning many functionaries of the Ministry of Agriculture from Mamytbekov's group – Shukeeva "operational events" are held followed. So the people who triumphally ascended to the Niva of grain department thanks to efforts old – quirky "dates", now are "conducted" by new financial Cumans, striking blows to economic positions of Umirzak Shukeev …

Prime minister of Kazakhstan

Since September 24, 2012 — it is appointed the prime minister of the Republic of Kazakhstan. Released Karim Massimov appointed the head of the Office of the President of the Republic of Kazakhstan from this duty.

Chairman of the board of directors Samruk-Kazyna

In October, 2012 the prime minister of Kazakhstan Serik Akhmetov became the chairman of the board of directors of the National Welfare Fund "Samruk-Kazyna", the new Minister of Economic Development and Trade Erbolat Dosayev also was a part of Board of Directors.

2013: Strengthening of a command

Talk on Serik Akhmetov's weakness at the beginning of 2013 was served that the prime minister did not manage to defend own project of reorganization of the government. And, Akhmetov's option was opposed in the government that, of course, exposed the head of the Cabinet of Ministers not in the best light.

The second "click on a nose" - to Mr. Akhmetov was not succeeded to stake out for itself the position of the Minister of Regional Development key in the reorganized government. In turn many regarded Bakhytzhan Sagintayev's return to a field of monarchic service as a signal that time of premiership of Akhmetov is considered^[3].

"Taking" of the Karaganda region which akim was Baurzhan Abdishev became the most notable victory in "hardware wars". During the stay of Serik Akhmetov the akim of the Karaganda region Mr. Abdishev returned to native Penates the city's mayor. And now Baurzhan Tuyteevich's commitment is rewarded by appointment of the country as the akim of key area.

Ersayyn Nagaspayev's promotion to a position of the deputy akim of Astana became the following noticeable hardware course of Serik Akhmetov. And here case even not that the prime minister has "the person" in capital akimat now. This course needs to be regarded as a signal of alliance with such hardware heavyweight as Imangali Tasmagambetov.

Mr. Nagaspayev came to the place of Erlan Kozhagapanov who in turn in Akhmetov's government will be responsible now for sport. It is necessary to tell that this castling in a certain measure is a part of own HR policy of the prime minister as Mr. Kozhagapanov is considered Askar Mamin's creature – the friend Serik Akhmetov on a club. Now Mr. Akhmetov in the government has one more friendly figure.

2014: Resignation from the prime minister's post

On April 2, 2014 the President of Kazakhstan Nursultan Nazarbayev accepted resignation of the prime minister of the country Serik Akhmetov. "By the head of state it is accepted my resignation today" — mister Akhmetov said.

It is awarded with awards "Құ rmt", Parasat, the medal "For Labour Valour", anniversary medals.

Family

Married. Two children (son, daughter), two grandsons.
