2022: 9.5 years in a maximum security colony for a bribe
At the end of January 2022, Aleksey Neverov, deputy chief physician of the regional clinical hospital No. 3 of Chelyabinsk, was sentenced to 9.5 years in a maximum security colony and a fine of 4.5 million rubles on charges of receiving a particularly large bribe (part 6 of article 290 of the Criminal Code of the Russian Federation), attempted bribe (part 3 of article 30, part 6 of article 290 of the Criminal Code of the Russian Federation) and abuse of office (part 1 of article 286 of the Criminal Code of the Russian Federation). In addition, he is prohibited from holding leadership positions.
Earlier, the accomplice Alexei Neverov, the former chief engineer of OKB No. 3 Anton Gubanov, was convicted. He was sent to prison for 3.5 years and fined 2.1 million rubles. During the investigation, Gubanov entered into a pre-trial agreement.
According to the investigation, Neverov invited a familiar entrepreneur to participate in a tender for the work. Alexey Neverov and Anton Gubanov received more than 1.9 million rubles from Absolute Systems Group of Companies LLC for providing patronage in preparing tenders for the technical re-equipment of OKB No. 3 with the replacement of elevator equipment, as well as the overhaul of the hospital and ignoring the identified violations. Gubanov was responsible for the preparation of the terms of reference and acceptance of facilities for operation, and also had to monitor the quality of work under contracts. The accomplices extorted more than 3.8 million rubles from businessmen, but they turned to the security forces.
LLC Group of Companies "Absolute Systems," according to "SPARK-Interfax," was registered in the Chelyabinsk region in 2013. The main activity of the company is the construction of residential and non-residential buildings. The public procurement portal states that in October 2017, Absolute Systems Group of Companies LLC signed a contract with the Chelyabinsk Design Bureau No. 3 for technical re-equipment with the replacement of elevator equipment. The contract price amounted to 24.87 million rubles, it was fully completed in September 2019[1]
2025: New sentence - 11 years in a maximum security colony for accepting a bribe and attempted murder of another
Former deputy chief physician of the Regional Clinical Hospital No. 3 of Chelyabinsk Alexei Neverov was sentenced to 11 years in a maximum security colony for taking a bribe and attempted murder of another. The Central District Court of Chelyabinsk ruled on February 28, 2025, also imposing a fine of ₽5 million. According to the court's verdict, after serving the sentence, he will not be able to engage in administrative and economic activities for three years.
According to 74.ru, the criminal case concerns the events of the fall of 2017, when the third hospital received ₽25 million for the overhaul of elevator equipment. Neverov offered a familiar entrepreneur to participate in a tender for the work, guaranteeing victory by entering into the tender documentation such conditions that competitors could not fulfill.
To implement this plan, the ex-deputy head physician agreed with Anton Gubanov, an employee responsible for drawing up a technical assignment, accepting facilities for operation and controlling the quality of work under contracts. As a result, employees of the medical institution received almost ₽2 million from the contractor.
Senior assistant to the regional prosecutor Natalya Mamaeva said that in the period from April 2018 to February 2019, the deputy chief physician also extorted a bribe from the head of another commercial organization in the amount of at least ₽3,8 million for non-termination of the concluded contract for the replacement of elevator equipment.
The criminal case of Anton Gubanov was considered in a special order in connection with the conclusion of a pre-trial agreement with the prosecutor. In October 2020, he was sentenced to 3.5 years in prison.
The case of Neverov himself was considered by the court twice. Initially, he was found guilty of taking bribes and abuse of power with a sentence of 9.5 years in prison. However, later the regional court overturned this verdict, the case was returned to the prosecutor.
In 2023, the case file was submitted to the Central Court for a new trial with an amended charge - abuse of authority and receiving a bribe. In addition, in July 2023, Neverov and Gubanov were sentenced in the Soviet District Court of Chelyabinsk.[2]
