2023: Release from jail

On August 9, 2023, it became known about the change of the preventive measure to three of the six defendants in the criminal case on embezzlement from the FSO Special Communications. The Basmanny District Court of Moscow released from the pre-trial detention center under house arrest the leading specialist of the legal informatization department of the FSO Special Communications Department Vladimir Verkhovodov, adviser to the director of the FSUE FSO Sistema Anatoly Rusanov and the head of the financial and economic department of the enterprise - chief accountant Yuri Mironov.

According to Kommersant, the general director of the FSUE FSO STC Sistema Pavel Nashchekin, his deputy Alexander Popov and project manager Stanislav Glazov were detained. They deny their guilt in the crimes they are charged with - in particularly large embezzlement and fraud.

FSUE is engaged in providing a national state system of legal information. The investigation believes that its leaders and employees caused damage of 40 million rubles as a result of fraud. They are charged with overstating the cost of a state contract for the supply of software for the FSO. By August 9, 2023, the defendants get acquainted with the case materials, after which they will appear before the court, the newspaper reports.

At first, Judge Natalya Dudar considered the appeal of the Main Investigative Directorate of the Investigative Committee of the Russian Federation to extend the terms of arrest for Messrs. Nashchekin, Popov and Glazov for another month. Representatives of the investigation, as at one time during the arrest of the leaders of Sistema, mentioned that the crime he was charged with was serious, "encroaches on the foundations of state power, violates the normal managerial activities of the division of the state body - Special Communications of the FSO of Russia and the subordinate institution - FSUE STC Sistema" and undermines their authority. "

Among the new arguments, there was a statement that the fraud committed by the accused "deforms the legal consciousness of citizens." Separately, it was said about the increased public danger of the scam, the cohesion of the defendants, the "high organization and conspiracy of an organized criminal group" of which they are members. This was followed by phrases on duty about the possibility of hiding, including outside Russia, etc., and investigators need time to organize the study of the case materials for all six defendants who are in three different pre-trial detention centers, and their 11 defenders. As a result, the judge granted the request of the investigation.[1]
