Education
Andrey Orlov graduated from Samara State Medical University with a degree in medical medicine in 1998. In 1999, he completed an internship in neurology, and in 2008 he completed his studies at the Samara Municipal Institute of Management with a degree in personnel management.
Career
2009-2013
In 2009, he underwent vocational training in the specialty "organization health care and public health" and took the post of deputy head physician for the organization of medical care in the Samara City Clinical Hospital No. 1 named after N.I. Pirogov. From 2013 to the present, he has been the head physician of the Samara Regional Clinical Oncological Dispensary.
2025: Appointment as Head of the Ministry of Health of the Samara Region
On January 13, 2025, the Governor of the Samara Region Vyacheslav Fedorishchev announced the appointment of Andrei Orlov as the new Minister of Health of the region.

The former head of the regional ministry of health of the Samara region, Armen Benyan, left his post in November 2024. A criminal case was opened against him on abuse of office (part 3 of article 285 of the Criminal Code of the Russian Federation).
The crime is associated with the purchase of medical equipment for the needs of medical institutions in the region at an inflated price. It was acquired under the national project "Healthcare." By January 14, 2024, Armen Benyan is under recognizance not to leave.[1]
